This article shows us the path that had to be developed to establish the Constitution of 1856, first establishing the conditions that questioned the Constitution of Huancayo, observing its marked conservatism. After the triumph of the revolution of 1854, liberal ideas triumphed which were reflected in the constitutional debate of the National Convention of 1855. The 1855 and 1856 biennium would be marked by a series of publications that sought to influence the development of the Constitution of 1856. Within all this panorama the north is the economic modernization of the Peruvian State of the XIX century.

The issue of the independence of competition agencies has been the subject of debate in law in general. Particularly in the different forums organized by the Organization for Economic Cooperation and Development due to the international standard required of such bodies. In this sense, an autonomous constitutional organism is relevant for the proper development of public administration and, consequently, for the fulfillment of the public interest of a State.In this article, the author analyzes whether the Constitution provides reasons to consider Indecopi as a new OCA. To this end, he analyzes how public administrations are organized, why Indecopi would need to be an autonomous agency and if there are constitutional legal reasons that can sustain Indecopi’s interest in having a greater detachment from the government.

This paper analyses and makes a critical balance of the Chilean constitutional reform project, sent by the President of the Republic to the Senate. The objective of the constitutional reform project is to elaborate a democratic New Constitution, in contrast to the current constitution that is a product of an institutional rupture. To do that there was a participatory process of citizenship that culminates with the “Citizens Bases for a New Constitution”, also, an Indigenoues Constituent Process was made.

This paper addresses the new problems arisen after the recent judgement from the Spanish Constitutional Court ratifying revisable permanent prison. We need to bear in mind that Constitutional Law 1/2015 introduces permanent revisable prison for the very first time in the Spanish sentencing system. This sentence faced serious problems of constitutionality that were highlighted by a report made by a group of experts that would serve as a basis for the action of unconstitutionality presented in June the 30th 2015. The study analyzes the various modernization projects at the Faculty of Medicine San Fernando, in the context of a serious institutional crisis at the end of the XXth century. Beginning from the thinking collective and thinking style categories proposed by Ludwick Fleck, we study the social and historical processes related to the different initiatives displayed in the ancient Peruvian school of medicine. It is not difficult to identify the monetary costs derived from the execution of a major infrastructure project. That is why, when these projects fail to produce the expected results, they are labeled as ‘white elephants’: due to their high costs and low benefits. The author of this essay analyzes the right to lunch break based on the approach made through the preliminary project of the Labor Code proposed by the Executive Branch, and focuses on developing the scope of the right to a work break as a stand-alone definition of lunch break since it refers not only to consuming food, especially to having lunch, but to developing a space for personal interaction that allows employees to continue with their work activities after the time given by employers for food consumption.
