In the period from 2003 to 2017 progressive governments were elected with a post-neoliberal agenda. Fatigue of reforms, excess of market ideology, little respect for democratic institutions by neoliberal governments, low wages, job insecurity, increase of informal employment, dismantling of unions, and ideological self-assurance in the official media saturated the citizenship. In the middle of the second decade of the 21st century, barely a decade after the progressive parties where elected to government, they began to lose popularity and elections. The objective of the Free Trade Area of the Americas (FTAA) is to unite the thirty four economies of the Hemisphere into a single market. The negotiations are supposed to be completed by the year 2005. Though year 2000 is crucial since all the negotiated issues will be settle in the agenda. Initially, twelve working groups were established and, later, transformed into nine negotiation groups. Competition Policy is one these negotiation groups and it is probably the issue that would have long lasting effects over the behavior of firms among and within the FTM economies. El presente artículo tiene como objetivo analizar las implicancias de la tendencia izquierdista en América Latina, con especial énfasis en el caso peruano. A través de una revisión sistemática de literatura académica publicada en los últimos veinte años, se examinan los factores que han impulsado el ascenso de gobiernos progresistas en países como México, Bolivia, Chile, Argentina, Venezuela y Colombia, así como las características políticas, ideológicas e institucionales de dichos procesos. Private international law in the Americas was successfully and consistently developed in recent decades through the Inter-American Specialized Conferences, an organ of the Organization of American States, and whose starting point was CIDIP-I, held 50 years ago, in 1975. The last Conference was convened 15 years ago, which might show a certain paralysis of the codification process. Comparative law is an alternative to adopt a general and complete point of view on the admissibility of expert evidence in Peru, Colombia and Chile. In order to know the different approaches that occur in the admissibility processes in South America, for this a bibliographic search and use of descriptors will be carried out. The admissibility of the expert evidence, has a different handling despite fearing the same criminal procedural model, it is necessary to raise the admissibility requirements of the expert evidence, the progressive incursion of the assessment regarding the scientificity of the evidence, the need expert opinion, expert suitability and reliability of experience.

This text presents the main themes of the dossier The Latin American Far Right Today: the politics of the far-right at the national level; the history, narratives, strategies and conditions of production of cultural battle; the struggles of the so-called ‘gender ideology’; and the relations of the far right with an authoritarian, negationist, non-democratic tradition. The articles presented here study the multiple singularities of the far right, but also examine how these are not hierarchically organized around a party, but rather have a decentered and networked structure that Hardt & Negri (2004, 2017) identified with the democratic and progressive movements that emerged at the beginning of the 21st century. El artículo presenta una revisión de propuestas metodológicas para la evaluación de la llamada Responsabilidad Social Universitaria a partir del análisis de sistemas de indicadores en el espacio de educación superior iberoamericano. Se realizó una revisión en bases bibliográficas de publicaciones, recopilándose desarrollos realizados entre el periodo 2006–2013, identificándose un total de dos tesis doctorales que presentaron sistemas de evaluación en estudiantes; dos modelos propuestos por universidades en Perú y España; y los trabajos de dos redes de universidades que diseñaron un desarrollo conceptual de Responsabilidad Social Universitaria y sistemas de indicadores para su evaluación. The enormous rise in Chinese financial lending to major infrastructure and heavy industry projects has raised concerns regarding the environment. Over the past twenty years, civil society has pushed for the inclusion of social and environmental guidelines regional and government development banks’ guidelines. As a result, multilateral and Western banks have established a set of internationally agreed upon lending practices. These practices have shaped the rise of social and environmental protection within the developing world by tying the availability of loans to these policy conditions. China has been a relatively newcomer in establishing similar environmental guidelines for its development banks. Although China has made some significant progress, China still has a ways to go to meet internationally established environmentally responsible lending practices.

This article reconstructs the process that led to Chilean postal reforms (1840-1852) and argues that their impetus resulted from the convergence of structural conditions (political peace, financial stability, and commercial boom) and an intellectual context favorable to "material progress." Drawing on official sources and ministerial reports, it traces how denunciations of the administrative obsolescence of the postal service and pressures from public and private actors (ministers, Valparaíso merchants, the press) grew from the late 1830s onward. It also examines the legislative projects of 1849-1850 (Urízar, congressional committee, Varas) and the dispute between privatization (through public tender) and a state-run model.
