The present article analyzes the importance of functional or program budgets in the public sector, as well as their implementation in Peru. In this context, the author defines functional budgets as a tool for public planning and management that allows for the allocation of public resources based on specific objectives, through the identification of programs and projects that can best contribute to achieving said objectives. On the other hand, it is established that the implementation of such program budgets in Peru has posed a series of challenges and difficulties due to the lack of serious plans, the broad powers of the legislative branch, as well as the null capacity for monitoring and the lack of continuous evaluation of programs by the government. The task of elaborating accurate test suites for program testing can be an extensive computational work. Mutation testing is not immune to the problem of being a computational and time-consuming task so that it has found relief in the use of heuristic techniques. The use of Genetic Algorithms in mutation testing has proved to be useful for probing test suites, but it has mainly been enclosed only in the field of imperative programming paradigms. Therefore, we decided to test the feasibility of using Genetic Algorithms for performing mutation testing in functional programming environments. In the present’s paper studying a strategy for a typo of convex problem, we treat a linear programming problem whose coefficient of decision variables in the objective function has a nonlinear behavior. When the coefficients are constant the Simplex Method solves these problems without much difficulty, but when the coefficients are no longer constant and the Simplex does not work. We propose a technique that exploits the convex behavior of these coefficients and uses the theory of approximation by piecewise linear functions.

More than 45 years of IEP/TP research and a few focused on IEP/TP functions or roles. Yet, the quality of an IEP/TP relies on the functions that it fulfills to satisfy the needs of its different users (Petitdemange,1985). The Quebec Ministry of Education (MEQ, 2004) and the Office of Special Education and Rehabilitative Services within the U.S. Department of Education (in Eichler, 1999) explicitly identified and described six to seven IEP/TP functions. However, a literature review and practising environments highlighted a greater number of functions. The goal of this research is to identify the different functions that an IEP/TP should fulfill in regard to the different needs of its diverse users. To determine the association between the application of the Rehabilitation Program (RP) and the Functional Performance (DF) of patients with Parkinson's disease at the "Cirujano Mayor Santiago Távara" Naval Medical Center. Methods. Analytical, longitudinal, retrospective cohort study, in 18 months. By means of a sample of 46 patients, in two cohorts, functional performance was determined by dimensions of basic activities (Barthel indexes), strength and endurance (SPPB) and walking speed. Five values or categories were used to determine dependency, frailty and incoordination. Objective: To find out the benefits of a multimodal exercise program for muscle function improvement in older adults from the Hospital de la Fuerza Aérea del Perú in 2018. Materials and methods: An interventional, analytical, prospective and longitudinal study. A total of 66 patients were assessed, out of whom only 24 completed the six-month intervention period. Results: The patients’ median age was 75 ± 7.01. The Short Physical Performance Battery (SPPB), which combines the results of the balance, gait speed and chair stand tests, had a positive impact on the intervention group and showed statistically significant results. No statistical significance was found in grip strength in kilograms or calf circumference measurement. Conclusions: The multimodal exercise program for older adults from the Peruvian Air Force has a positive impact on muscle function.

In this article it's saying that treatment of youth violence in our context is, generally, of diagnosis kind, except some applications in minor scale. But now we have a behavioural technology developed for this in other countries, with exitous proofs adapted and maked to our reality. The functional analysis implicated in this technology is embracing they antecedent, present and consequent dimensions of aggressive episode, for identification of risk factors and postulating the corrective actions. I suggest that behavioural programs are systematic interventions and they have solid empirical dales. They are powerful alternatives for integrating commentary strategies in conjunction with experts.

The purpose of the present paper is to improve the global convergence results established so far concerning the Augmented Lagrangian Algorithm with exponential penalty function for solving nonlinear programming problems with equality and inequality constraints. We prove global convergence for KKT points under the PAKKT-regular constraint qualifications, which results as a consequence that accumulation points generated by the algorithm are PAKKT points. This convergence result is new for the augmented Lagrangian Method based on the exponential penalty function. An interesting consequence is that the estimates of the Lagrange multipliers computed by the method remain bounded in the presence of the quasi-normality condition. Finally we give optimality and feasibility results for the convex case.

En el presente trabajo se estudia una estrategia para un tipo de problema convexo, Tratamos un problema de programación lineal cuyos coeficientes de las variables de decisión en la función objetivo tienen un comportamiento no lineal. Cuando los coeficientes son constantes el Método Simplex resuelve estos problemas sin mayor dificultad, pero cuando los coeficientes dejan de ser constantes ya el simplex no funciona, Se propone una técnica que explota el comportamiento convexo de dichos coeficientes y hace uso de la teoría de aproximación por funciones lineales a trozos.

Positive Youth Development (PYD) is an approach that promotes resilience and focuses on youth strengths rather than their weaknesses as done by the traditional deficit-based perspective. Research in Europe and North America show that developmental assets are associated with school success, psychological well-being, and lower health risks among youth and young adults. However, not much research has been done on these associations in Latin American contexts. The purpose of this research study is to assess the association between substance use behaviors, such as drunkenness and the use of illicit drugs, and mental health, together with the mediating role of developmental assets representing youth strengths (e.g., social competence) and contextual resources (e.g., social support at home or school). Objective. The research carried out had the objective of analyzing the follow-up process carried out by the accompaniment service for the families of the CUNA MÁS National Program, for an adequate quality management. Methods. It was a research with a quantitative approach, explanatory level, non-experimental design, transectional. The group of specialists from the Territorial Units of the Program was considered as a population, therefore, the sample consisted of 20 subjects. A network is an acyclic directed graph in which there are sources that have some messages and want to transmit to receivers through the combination of messages in intermediate nodes. The goal is to find a collection of functions that allow to combine messages in order to satisfy the demand of the receivers. In this paper, we study the fractional solvability problem of a network using an extension of the solvability problem in closure operators given by Gadouleau in 2013. We define linear programming problems via the desired extension in order to study capacities; using some information inequalities and characteristic-dependent linear rank inequalities, we obtain upper bounds on linear capacity of some networks and closure operators over some fields.

This paper presents the design and implementation of a executive functions’ stimulation program in a socially vulnerable population. The population was composed of 18 children between 6 and 11 years old, of both genders, who attend to Las Lilas Health Post (Pilar, Argentina), which were evaluated before and after the program’s implementation with the argentine adaptation of the Wechsler Intelligence Scale for Children WISC-IV. The stimulation was done through a specially made booklet to work the executive functions (working memory, cognitive flexibility, inhibition and planning). This pilot program allowed to build a nexus with the community, forming a institutional framework, on which new intervention programs are supported for the same population.
