This article constitutes a contribution to the processes of peace consolidation developed during post-conflict scenarios. In this vein it proposes a path that allows to truly materialize the transformative effect of integral reparations, in particular in traditionally unequal societies, where victims of serious violations of human rights usually are members of the most marginalized and vulnerable groups. Therefore, the classic approach of reparation measures, based on pure corrective justice, must give way to the need to change the structural causes of the conflict and open the way for a t...

In this way, entities must continue to promote and implement measures and actions to improve goods and services for citizens. Among its characteristics is the strengthening of decentralization. For this reason, the public management modernization process has five pillars, including the Civil Service, which tries to perfect public servants based on meritocracy and turn them into true public managers. For this, the public system of SERVIR was created and promoted. The main objective of this article is to present the case of the District Municipality of Paucara, in its attempt to transition to the Civil Service Law, through revisions of the current regulatory framework. Electoral processes are one of the most important pillars of democracy. Transparent, fair and representative elections are the basis of the Western democracies. However, holding electoral processes does not necessarily guarantee the establishment and exercise of the democracy. Elections based on intimidation, threats, insecurity, fear, violence, harassment, fraud, vote buying, abuse, manipulation and exploitation of vulnerable conditions are threats to democracy and an expression of the exercise of corruption. Latin America in recent years has been characterized by adopting democratic governments. In recent decades, almost all countries in the region have managed to overthrow authoritarian, military and dictatorial governments. However, the democratic exercise of citizens in local, regional and national elections is often questioned due to the lack of integrity and transparency of the pr...

Hope, optimism and commitment were part of the values deposited in the foundation of our Allpanchis magazine. Perhaps the best evidence of this is the name itself, which, in its Spanish version, intones the psalm: «our land will give its fruit», a profound interpellation that, in addition to the clear theological and pastoral agenda of its time, can be read as the commitment to the academic potential of our heritage. It did not take many years for the intellectual achievements of the research body of what was the Andean Pastoral Institute (IPA) to begin to be reaped, both companies run by a cohort of bishops, priests, nuns and pastoral agents. Within the research projects of the IPA, aimed at understanding the social processes and practices of its time from a religious and scientific perspective, Allpanchis played a key role in that it offered a space for reflection aimed at the ...

The central subject of this article is the analysis of historical developments relating to the establishment of formal democracy in Bolivia as well as the examination of the structural inefficiency and weakness of those institutions which should support the democraiic process. In the authors' opinion, the lack of viability of democracy in Bolivia is largely due to the fact that political parties play no effective role in acting as mediators between the State and Society, thereby making impossible the process of aggregation of divergent demands and thus the stable support from society to the State. On the contrary, to the extent that "caudillista" tendencies prevail among the principal Bolivian leaders, day-to-day politics will encourage the practice of clientelist relations which will erode the very viability of formal political institutions. Thus the authors underline the fact that, ...

This essay explores an ontology of being with existential possibilities within the framework of developing a proposal for an ontological pedagogy. At the core of this ontology lies the notion of autonomy. To fully understand it, a dialogue is established between enaction and neurophenomenology (Varela), philosophy of mind (Dennett), and Heidegger’s philosophy, complemented by elements of art and popular culture. This innovative approach shifts the focus of educational sciences toward meaning and purpose, rather than merely instrumental components in any sense of the word. Ultimately, it is students who benefit, while teachers themselves undergo a process of transformation.

Traditional media (press, radio and television) in South America have better expectations regarding the process of digital transition faced by communication companies and industries on a global level. This hypothesis is contrasted by comparing two elements. First, the evolution trends of the media sector in Latin America collected by sectorial databases of the World Association of Newspapers and New Publishers, the Eurodata´s general audience report, the Pew State of the News Media and the Global Entertainment & Media Outlook 2016-2020. Second, the results of an own survey to 166 managers from 19 Latin American countries. Media managers from the area confirm that traditional media will grow up to 5% and digital media and advertising could reach 10% and more in the coming years..

In order to solve the grand societal challenges, achieve the Sustainable Development Goals (SDGs), or have a successful energy transition, innovations are essential. Furthermore, there is enough evidence that positively links innovation to sustainable development. However, an overview of the literature on the different understandings of innovation in relation to sustainable development shows that there is no agreement on a concept and many different conceptualizations (co)exist and are used at this intersection. In the transdisciplinary research project “ENaQ” the cornerstone is the development of innovations for an environmentally friendly neighborhood in Germany with a highly participatory approach. Hence, the concept of responsible research innovation in which all stakeholders are involved early on. The goal is to improve the possibilities of research and innovation benefiting soc...

Carbon-nitrogen (C–N) bond forming reactions are fundamental transformations in nature and also basic processes for the preparation of molecules and materials relevant to human activities. The development of new and efficient reactions for the formation of C–N bonds are therefore of great interest in academic and industrial settings. Progress in the last 20 years has focused mainly in Csp2–N bond forming processes; however, there is growing range of transition metal catalyzed reactions for the introduction of nitrogen in alkyl frameworks (Csp3–N bond formation). This article describes a selection of modern catalytic methods for the formation of C–N bonds.
