Citizens can be considered as an important source of knowledge for innovating in open contexts, collaborating with initiatives for developing solutions to urban issues, in order to get improvements addressed to a collective well-being. This paper presents an approach to including transactive memory aspects into the development of collective initiatives, as a vehicle of supporting the relationships between the memory systems of contributors of ideas. Providing a visual representation of elements and mechanisms for building ideas from citizen initiatives would make the collective interactions of creating, refining and maturing solutions more understandable. In August 2014, the Peruvian Supreme Courten acted the Fifth Civil Cassation Plenary, which establishes that any challenging madeto an associative agreement must be realized through the procedure referred to in the article92 of the Peruvian Civil Code. The comments and criticisms to this decision have not beenfew, considering the complexity of the theme discussed in the aforementioned decision.In this context, with the present article the author realizes a thorough critique of such Cassation Plenary. Based on the analysis of civil and procedural legal concepts, he reaches a conclusion: That the plenary decision, besides of having multiple legal errors, won't accomplish its purpose.

In terms of the works contracts as a general rule the target prices between the parties are immutable. However, in the execution of the contracts for works might well emerge unforeseeable events, which would produce costs to the contractor. To these events, what actions the parties migth take? What kind of remedies does the Peruvian Civil Code offer?. In this article, the autor analizes these issues and proposes solutions to these unforeseeable risks, all on the basis of Peruvian Civil Code and a comparative study with Italian Civil Code.

In terms of the works contracts as a general rule the target prices between the parties are immutable. However, in the execution of the contracts for works might well emerge unforeseeable events, which would produce costs to the contractor. To these events, what actions the parties migth take? What kind of remedies does the Peruvian Civil Code offer?. Currently, we are facing a significant increase in transactions with cryptocurrencies as an alternative to the traditional payment system, and even as an investment; so, most countries in the world have already taken action on the tax treatment of these transactions: There are various pronouncements issued by the tax authorities in the world and, in some jurisdictions, specific legislative measures have been adopted to regulate the tax effects of transactions with cryptocurrencies. For that reason, it is necessary to evaluate the current tax treatment of activities with cryptocurrencies in Peruvian legislation, in order to identify -from a comparative perspective- the main tax problems and to provide some guidelines to be taken into account for an eventual regulation.

Contrary to that wisdom, this article shows how many of the fixed landmarks of the common law, including its rules on individual autonomy and the definition and acquisition of private property, comport with the natural law tradition. t he modern welfarist positions only emerge through key decisions in nineteen century law, which then help explain the choice among three welfarist positions: Kaldor-Hicks, Pareto and a more rigorous standard that requires pro rata gains among all parties. this essay uses a transaction costs framework to explain the proper deployment of these three rules.

Since letters of intent do not have a specific regime and a ‘standard’ nature, they constitute a problem for the legal operator, as their effects could be of the most diverse. In view of this, the author proposes the determination of their nature, validity and effects based on the particular analysis of the terms of each letter of intent and, by virtue of such analysis, to verify whether Peruvian law may be applicable. The purpose is to establish the necessary parameters to interpret the scope of this type of documents, whose operability is becoming more and more frequent in national and international transactions.

The demand for long and short term real balances for Peru is theoretically consistent and empirically robust using the seasonal cointegration methodology. The stability of this function is of paramount importance for the management of monetary policy. The study uses quarterly data for the period from the fourth quarter of 1991 to the first quarter of 2014; considers a demand for money based on a scale variable representative of the income of the economy, interest rate in national currency and nominal exchange rate. This article presents some of the results obtained from the analysis performed to the health sector budget. The study focused the analysis in the city of Lima.
