Electoral processes are one of the most important pillars of democracy. Transparent, fair and representative elections are the basis of the Western democracies. However, holding electoral processes does not necessarily guarantee the establishment and exercise of the democracy. Elections based on intimidation, threats, insecurity, fear, violence, harassment, fraud, vote buying, abuse, manipulation and exploitation of vulnerable conditions are threats to democracy and an expression of the exercise of corruption. Latin America in recent years has been characterized by adopting democratic governments. In recent decades, almost all countries in the region have managed to overthrow authoritarian, military and dictatorial governments. However, the democratic exercise of citizens in local, regional and national elections is often questioned due to the lack of integrity and transparency of the pr...

Traditional media (press, radio and television) in South America have better expectations regarding the process of digital transition faced by communication companies and industries on a global level. This hypothesis is contrasted by comparing two elements. First, the evolution trends of the media sector in Latin America collected by sectorial databases of the World Association of Newspapers and New Publishers, the Eurodata´s general audience report, the Pew State of the News Media and the Global Entertainment & Media Outlook 2016-2020. Second, the results of an own survey to 166 managers from 19 Latin American countries. Media managers from the area confirm that traditional media will grow up to 5% and digital media and advertising could reach 10% and more in the coming years..

Field and modelling based research indicates that for tropical glaciers, variations in snow cover and the altitude of the snow line via albedo effects are among the most crucial factors to explain the differences in annual glacier mass balance variability. It is therefore essential to identify the height of the phase change during precipitation events and its coupling with glacier mass balance. This knowledge is also fundamental to assess possible future impacts of e.g. changing air temperatures on glacier mass balances at low latitudes. However, the knowledge on heights of phase changes and air temperature during precipitation events is severely limited by the small number of meteorological measurements at high altitudes in the tropics and the Himalaya. Additionally, their one-dimensional type of observation that cannot appropriately account for the variations along the vertical dimensi...

IThe objective of this article is to disseminate outstanding research that has been carried out during the last ten years in the field of the School Adaptation Process for children under 3 years. This is a critical period to which our children are exposed given the increasing participation of women in the workplace. This process explains the child's transition from a home life with personalized attention from parents or substitutes surrounded by much affection for an educational environment. In this work a review of the subject is made by dividing it into four factors that can determine the quality of such adaptation: family overprotection of the child, child attachment, change of environment, and the role of parents. This data is expected to be useful for researchers interested in exploring, describing, correlating, and explaining the socio-emotional dynamics in which this interesting p...

In this study, we investigate changes in the glaciated surface and the formation of lakes in the headwater of the Querococha watershed in Cordillera Blanca (Peru) using 24 Landsat images from 1975 to 2014. Information of glacier retreat was integrated with available climate data, the first survey of recent depositional dynamics in proglacial Yanamarey Lake (4600m a.s.l.), and a relatively short hydrological record (2002-2014) at the outlet of Yanamarey Lake. A statistically significant temperature warming (0.21°C decade-1 for mean annual temperature) has been detected in the region, and it caused a reduction of the glacierized area since 1975 from 3.5 to 1.4km-2. New small lakes formed in the deglaciated areas, increasing the flooded area from1.8ha in 1976 to 2.8ha in 2014. A positive correlation between annual rates of glacier recession and runoff was found. Sediment cores revealed a h...

Civil service policy has fulfilled five years of effective implementation and has data that evidence its progress until the present. Precisely, this article seeks to address the phase of implementation of said public policy, the process of transit to La Ley SERVIR regime´s, trying to provide an approximation of the results that would have throw this new attempt to start a reform in the human resources of the Peruvian State following the case of the nineteen ministries. The analysis will have as its central core twelve grouped variables in three dimensions: organizational characteristics of the ministry, normativity characteristics and tools of transit, and leadership in the ministry´s transit process. Thus, considering said variables, it will be evident that the degree of progress of the ministries manage to be explained in an important way by a number of people that provide their ...

We are finishing the first decade of the new millennium, which has brought with it structural changes in the world and in Peru. Our country faced the need to re-take the road towards democracy, in a transition which started with the late President Paniagua Corazao and which has posed a succession in power of two democratically elected presidents. This road which by no means is free from great challenges and difficulties has been illuminated by a norm of indispensable and unquestionable democratizing value, the Law of Transparency and Access to Public Information, which has at is heart the aim of printing in Peruvian society a new relationship process between the citizen and the State, guided by the principle of publicity of public acts and in this way the result from the work done by the civil society, the media, the Constitutional Tribunal and the Ombudsman’s Office; among other insti...

Objective: The present study aimed to analyze the evolution of the Ecuadorian automotive park between 2019 and 2023, considering the impact of economic, political, and technological factors on vehicle composition, emissions, and the need for balanced policies in Latin America. Materials and methods: An exploratory methodology based on secondary sources was employed, conducting a systematic review of official data on sales, origin, brand share, and fuel consumption in the light vehicle market in Ecuador. Results: The results obtained evidence a growing preference for sport utility vehicles, in contrast to a decline in demand for cars and trucks. Likewise, stands out the ascent of Asian brands, particularly Chinese ones, which have displaced traditional manufacturers such as Chevrolet. This tendency to been influenced by various factors, between the elimination of fuel subsidies and the in...

This paper analyzes the persistence of bipartidism in Valle del Cauca (Colombia), from the results of the local council elections in the 42 districts of the department, between 1992 and 2015. In order to explain this electoral phenomenon, a classic institutional variable such as the magnitude of the district (MD) is used.Using panel data on a random effects model, this paper seeks to assess the existence of a causal relation between MD and the fragmentation of the party system. Then, it shows in which districts, of specific magnitude, the persistence was stronger. In other words, in which districts the transition process to a multiparty system takes longer and what are the key moments during this process. To analyze the persistence of bipartidism the segmented Nagayama Triangle (Nagayama, 1997; Grofman, Chiaramonte, D’Alimonte & Feld, 2004) is used, which reveals information about t...
