In the recent years, systemic or normative functionalism has been set up and spread out in the Peruvian Criminal Law scholar doctrine and case law, in a clear, precise and coherent manner providing solutions to concrete problems which were previously left behind to be answered by the naturalist, ontologist and teleologist scholar doctrines. Thus, by having an advanced functionalism approach, we explain the previous evolution and stand assumed by the great master of Bonn, Günther Jakobs, who sets out the functional relation between society and the criminal-juridical dogmatics, which must be re-based with a view to safeguard the social and state system through the maintenance of the criminal law stability to guarantee the citizen’s minimum expectations regarding proper functioning of social life.

This article puts in the academic showcase the discussion of the central objective of the public administration, the examination given by the Comptroller General of the Republic, and the correlative evaluation of the National Control System. In addition, it explains how the various difficulties have arisen for the more accurate determination of the term «public administration». The aim is to give it greater coherence through administrative principles and notions for drafting the bill, ranging from the conceptualisation to the structuring of the public administration.

This study describes the axiological model of the technological package as a pre-patentable foundation of innovation, designed to articulate the value dimensions underpinning validation, transfer, and potential impact on preventive health. A descriptive, non-experimental study with a qualitative–analytical approach was conducted through structured documentary review and hermeneutic content analysis. The results present a systemic model that integrates ethical, technical, and social principles, structuring the innovation process from need identification to product commercialization and maintenance. “The objective of the research was to evaluate the consistency of different training proposals, proposing as a reference a competency-based curriculum planning model. Qualitative methodology was used from an interpretive paradigm, making use of inductive and deductive analysis at the same time. Inductively, observations were generated through documentary analysis, interviews with experts, and a focus group with university professors, who then deductively derived interpretations and forecasts regarding curricular planning. As a result, it was obtained that the designed model, based on the triangulation of the information collected, allowed evaluating and determining the strengths and weaknesses of the priority elements of the university curriculum: the graduation profile, the study plan and the evaluation system. In this work, maximum flows observed in the Paranapanema river basin are modeled by a mixture of two GEV distributions whose components correspond to the summer and winter subpopulations. The nonlinear discriminant function allowed to confirm the assumption of mixture model.The proposed model is then used to determine probabilities of exceedance and return periods associated with extreme flows, which are of fundamental importance for hydraulic projects. The results show significant differences when a mixture model is used and therefore an approach more coherent with the observed data.

This study analyzes the seismic fragility of Peruvian electrical substations by applying fragility functions generated with multiple nonlinear dynamic time-history analyses, with respect to the structural variability of concrete compressive strength (f'c) and yield strength of the reinforcing steel (fy), and the uncertainty in a seismic factor of peak ground acceleration (PGA). The study, with a quantitative approach and experimental design, was applied and explanatory in scope. The random method was considered for the generation of 2000 samples of structural factors and 2000 artificial accelerograms of spectro-compatible earthquakes compatible with real Peruvian signals. El trabajo desarrolla una propuesta para mejorar el proceso de supervisión de la Superintendencia del Mercado de Valores (SMV), una función esencial para sostener la transparencia y estabilidad del mercado de capitales peruano. Introduction. The stigma towards tuberculosis affects the search for timely medical care and adherence to treatment for fear of family, social or institutional rejection. Objective. To validate an instrument to measure the stigma towards tuberculosis applying Rasch methodology. Methods. Cross-sectional study. The analysis was based on the aspects suggested by Messick and operationalized by Wolfe and Smith with Rasch methodology; the dichotomous model was used, where adjustment estimates of the items, coherence in the measure, separation and reliability indices, invariance, unidimensionality and the person-item relation were evaluated. Results. 250 people were interviewed, 195 without tuberculosis and 55 with tuberculosis. Currently, the dogmatics of the special part of criminal law presents an absence of conceptual systems that order the criminal laws referring to the same legal good; as is the case with crimes against patrimony.In the face of this absence, the author proposes to create a system of criminal protection of property under a normative understanding of the theory of crime based on the stabilize function of the punishment. With this, it seeks to formulate a unitary, systematically coherent theory of the criminal protection of patrimony.Only by creating and implementing such a protection system, is it possible to achieve a fair application of criminal law in specific cases.
