Nos interesa tratar el problema desde el punto de vista jurídico, lo que implica centrarnos en las formas legales que asume la actuación de funcionarios y gobernantes. En este sentido, nos ocuparemos básicamente de los problemas actualmente existentes a nivel de decretos y resoluciones de diversos tipos, y de las posibles líneas de solución tanto en el plano constitucional como en el legislativo. |

We are interested in treating the problem from the legal point of view, which implies focusing in the legal forms that the actions of officials and rulers assume.
