Asi mismo la metodología empleada corresponde a la investigación de tipo básica y nivel evaluativo, empleando un enfoque cualitativo de observación explicativa. Los principales resultados revelan deficiencias en la orientación y aplicación de los procedimientos por parte de los funcionarios, generando perjuicios y retrasos en el proceso. La conclusión principal destaca la necesidad de mejorar la organización estructural y promover la participación activa de proveedores y funcionarios para fortalecer el sistema de contrataciones públicas.

Likewise, the methodology used corresponds to basic research and evaluative level, using a qualitative approach of explanatory observation. The main results reveal deficiencies in the orientation and application of procedures by officials, generating damage and delays in the process.
