Se demostró que en la realidad actual el administrado usuario de los servicios de SUNARP en Cusco presenta un malestar cotidiano enmarcado en la inaplicación del principio de predictibilidad acarreando ello un perjuicio en los usuarios que al presentar un título con los requisitos solicitados en el reglamento de registros públicos estos muchas veces son observados para posteriormente ser subsanados en tenor a dicha observación, pero a la hora de presentar nuevamente la documentación solicitada por el registrador inicial por diversas razones no le toca al mismo que califico en un inicio y este es derivado a otro registrador que no tiene conocimiento de lo antecedido y por la facultad de individualismo e independencia que poseen estos funcionarios vuelven a hacer una nuevo estudio de título aplicando su criterio de interpretación personal, emitiendo posteriormente su criterio de calificación de manera formal (anotación de inscripción – observación - tacha) que muchas veces se aleja del que inicialmente lo reviso siendo totalmente discrepante hasta llegar al punto de rechazar la subsanación e inclusive generar nuevas observaciones no hechas al principio de la calificación inicial o llegar al punto de tachar los títulos generando toda esta situación un malestar justificado en los usuarios manifestando pérdida de tiempo y dinero por no existir un acuerdo interno entro los registrador para que esto no suceda de manera reiterativa.
