Since 1963 the government has provided aid to Catholic schools, allowing the church to expand rapidly its educational services in low income areas and in the Andes. But the wealthier Catholic schools resisted the efforts of the government and the church to incorporate them into the same system. By 1975 Catholic education in Peru had split into two systems: one for the rich and one for the middle classes and the poor. Catholic educators also battled over the use of liberation theology textbooks in the classroom and the participation of their teachers in national teachers' strikes. This same polarization has also occurred at the level of the church-affiliated universities.La Reforma Educativa del Gobierno de Velasco (1972) fue la ocasión para una profunda escisión en el seno del sistema educativo de la Iglesia Católica, que comprendía aproximadamente al 8% de la población estudiantil nacional. La jerarquía y los grupos progresistas apoyaron la reforma, mientras que los católicos de las clases altas la rechazaron. Desde 1963 el gobierno comenzó a ayudar económicamente a las escuelas católicas. Este hecho permitió a la Iglesia expandir sus servicios educativos rápidamente entre los sectores marginados de la ciudad y del campo. Pero las escuelas católicas de las clases altas se resistieron a los intentos del gobierno y de la Iglesia para incorporarlas dentro del mismo sistema. Hacia 1975 la educación católica en el Perú se había dividido en dos sistemas: uno para los ricos y otro para los sectores medios y los pobres. También surgieron conflictos en torno al uso de textos de religión inspirados en la teología de la liberación y la participación de los maestros en distintas huelgas magisteriales nacionales.
