Las críticas circunstancias económicas y políticas que permanentemente estuvieron zarandeando al nuevo gobierno durante sus casi tres años en el poder no permitieron llevar adelante ninguna campaña masiva. Pero sí llegó a constituirse una oficina especializada, llamada SENALEP (servicio Nacional de Alfabetización y Educación Popular), que sistematizó un nuevo modelo de educación popular inter-cultural, produjo una serie de materiales innovativos, y promocionó varias experiencias educativas de este nuevo marco referencial.Since the assumption to power of the new democratic government of Hernán Siles, in October 1982, there has been much talk of a new popular literacy and education campaign. The critical economic and political circumstances that were constantly shaking the new government during its almost three years in power did not allow any massive campaign to be carried out.
