This paper discusses the basics and the ways that generally develops the «Public procurement system» between the government and private sector operators. If the material activity of the Public Administrations usually develops through its own means, economic, material and personal, it is also essential collaboration of the private sector through public procurement. The positive connection to the law is unavoidable in public contracts, but it is also very relevant public expenditure savings applying procurement rules to advertising, equal competition and competitiveness. It serves as a reference the substantive core of Spanish law which, as most of the states of Europe, faithfully follows the rules to compliance with the European Union, undoubtedly one of the forms of state integration policies with greater depth and success in the world.

Money laundry is the process that hides the origin of resources obtained through illegal activities like drug trafficking, smuggling, corruption, tax fraud, white-collar crimes, public misappropriation, extortion, illegal work, and, lately, terrorism. The resources are presented as coming from legal activities, and are freely traded in the financial system. However, thanks to the ongoing efforts of international organisms, the countries have established regulations, institutions and organisms to fi ght this crime. Research dedicated to prevention in health matters, specifically that related to the worker in the company and that related to the care of the mother and the child in the framework of family planning. In-depth interviews and surveys were applied to the general, administrative and financial managers of a sample of representative companies of their sector that had a considerable female population. It was sought to determine the perception of managers regarding social benefits, health prevention, family planning and the current offer of prevention services. An attempt was also made to evaluate the current situation of preventive health services in companies. This research develops a financing model for public health services that establishes the health expenditure per person that the State would have to pay according to the package of services it wishes to offer and the population it decides to subsidize. With this objective, it proposes a health insurance system for the entire population, in which the State contributes all or part of the value of the corresponding premiums to the population with the fewest resources, thus replacing the subsidy to the offer —which it currently provides— by the subsidy to the demand, which means freedom of choice of the user as regards both the insurance entity and the service provider. Desarrolla un modelo de financiamiento de servicios de salud pública que establece cuál sería el gasto en salud por persona que tendría que hacer el Estado según el paquete de servicios que desee ofrecer y la población que decida subsidiar.
