El presente trabajo de investigación tiene como objetivo analizar de qué manera se desarrolla el proceso de Licenciamiento en Institutos de Educación Superior Pedagógicos Públicos de la Región Ica, año 2021; según los actores educativos. The main objective of this research work is to analyze how the licensing process is carried out in Public Higher Education Pedagogical Institutes of the Ica Region, year 2021. In order to carry out this research, a methodological procedure based on the qualitative approach has been considered, the research is of basic type since its main interest is the understanding of the theories regarding licensing in public pedagogical higher education institutes of the Ica Region, the phenomenological design has been used, which seeks the understanding of the ways of acting of the people for data collection, the interview technique and the focus group as well as the documentary review have been used.
