Durante la Conquista y el Virreinato, el Perú fue "centro regional" del sistema español de acumulación y dominación política. En su territorio se desarrollaron los principales "núcleos" de acumulación (producción y circulación) de la región latinoamericana, que posibilitaron el surgimiento de bolsones regionales y locales de acumulación; pero la actividad económica y política de estos núcleos estaba fuertemente ligada a la metrópoli española, lo que otorgaba un carácter eminentemente subordinado a estos procesos de acumulación regionales y locales, impedía el surgimiento de espacios económicos suficientemente autónomos y prefiguraba así el carácter eminentemente comercial y financiero de esos capitales locales, así como la histórica relevancia del poder del gobierno central en Lima.

This paper examines the "spontaneous" process of macroeconomic policy convergence which is currently taking place in Latin America. Deepening the ongoing structural change requires dealing with its microeconomic and institutional issues. This in turn implies that countries in the region internalize the need for reform and its final goals, and enhance their "endogenous" capacity for managing economic policy matters. However, this capacity is being eroded by the growing processes of globalization and interdependence, which also affect developed countries. The purpose of this paper is to explain why the member countries of the Andean Community (AC),  have taken so long to complete the Andean Free Trade Area and have repeatedly delayed the deadline for achieving the Andean Customs Union. The go decision-making process arrives to two main findings. First that the top priority for the AC member countries has been to improve their individual chances to negotiate favorable agreements with their major trading partners, which are all outside the AC. Second, that both governments and businesses of the AC member countries rely too heavily on primary exports and tend so to underestimate the importance of the higher value-added content of the intra-AC trade.

This article analyzes the effects of trade policy on the patterns of location of foreign direct investment (FDI) by country and sector. Particular attention is paid to FDI in manufactures, for which the market size is a very important locational factor, and therefore, so too is the preferential access to enlarged markets provided by trade agreements. Hence this article compares the performance of Peru in this field with those of its partners in the Andean Community of Nations (CAN), especially Colombia, which was the CAN's leading recipient of manufacturing FDI in the last decade. The analysis shows that Peruvian trade policy in the 1990s raised the cost of producing within the country, failed to give industrial activity levels of effective protection comparable to those prevailing in Peru's neighboring competitors, and made the country less attractive as a location for industrial firms...

This article examines the achievements and limits of the economic integration process in the Andean Community of Nations (CAN) subregion during the period 1989-2005. In accordance to the «open regionalism» approach embraced by CAN along that period, progress is assessed both in regards to the «internal agenda» and to the «external agenda» of Andean integration. Main achievements are the full completion of the subregional free trade zone and successful negotiations with the United States, the EU and Mercosur. La negociación de Tratados de Libre Comercio (TLC) con los Estados Unidos de América (EEUU) por parte de algunos miembros de la Comunidad Andina de Naciones (CAN) ¿es compatible con el proceso de integración dentro de la CAN? El presente artículo aborda esa compleja cuestión desde dos ángulos, a saber (i) la medida en la que algunos miembros de la CAN decidieron iniciar las negociaciones de TLC con los EEUU de acuerdo a las normas de política exterior de la CAN respecto a las negociaciones comerciales con terceros Estados, y (ii) la posible racionalidad económica de tales negociaciones tomando en consideración el estado de la agenda andina de integración y, en particular, de sus logros en materia de comercio e inversión.

Este volumen de la serie Ensayos de Economía Aplicada contiene las versiones resumidas y editadas de algunos de los mejores Trabajos de Investigación Económica (TIE) elaborados por alumnos y concluidos en el año 2019. Específicamente, contiene las mencionadas versiones de siete TIE que, además de haber sido aprobados ese año cumpliendo los dos requisitos para ser publicados por el Fondo Editorial de la Universidad del Pacífico (ser calificados con una nota final de mínimo 17 sobre 20 y con ambos miembros del jurado recomendando la publicación), pudieron ser convertidos por sus respectivos autores en una versión ensayo (estilo journal paper) dentro de los límites de extensión y plazo de entrega fijados para la preparación de este volumen.
