The research’s objective was to know the factors that limit the effectiveness in the application of public policies on gender violence in the district of Chilca and why they fail to reduce violence. It has been developed a qualitative research, which used the interview as instrument; this was applied to women who have been assisted in the Centro de Emergencia Mujer of the mentioned district and to professionals from that institution who execute gender policies on violence. The study deepens the structural factors that originate gender violence, such as the patriarchal, authoritarian and machismo culture as well as the construction of hegemonic femininity and masculinity. La investigación tuvo como objetivo conocer los factores que limitan la eficacia en la aplicación de las políticas públicas en violencia de género en el distrito de Chilca y las razones por las que estas no logran reducir la violencia. Se ha desarrollado una investigación de orden cualitativo, que utilizó como instrumento la entrevista, la cual fue aplicada a mujeres que han sido atendidas en el Centro de Emergencia Mujer del referido distrito y a profesionales de esta institución que ejecutan políticas de género en violencia. La violencia contra la mujer constituye en la agenda nacional  el principal problema de las mujeres, la región Junín ocupa el tercer lugar a nivel nacional en violencia conyugal. En el distrito de Concepción la violencia contra la mujer es un problema álgido en la medida que tiene sectores vulnerables en su población, mujeres en abandono, madres solteras, mujeres analfabetas, migrantes, mujeres con bajos  niveles de instrucción, entre otros.
