La política fiscal popularmente es evaluada desde elementos específicos como el avance de un proyecto de inversión o el desarrollo de un programa social. Sin embargo, la crisis reciente ha revitalizado la discusión sobre el manejo de las finanzas públicas y la relevancia de las políticas contracíclicas. En países en desarrollo como Perú es relevante desarrollar este análisis en las políticas nacionales. Este trabajo de suficiente profesional busca explorar el nivel en que la literatura académica (artículos, libros, reportes, etc.) que analiza la política fiscal en Perú explora la relación del gasto público nacional y regional de Perú con los ciclos económicos. La hipótesis es que, según lo literatura estudiada, el gasto público nacional y regional ha sido más contracíclico durante crisis recientes (2008 y 2020) y menos contracíclico en años posteriores.
