The present work establishes environmental quality and life quality relations through quality rates. These rates are determined by evaluating quadratic matrixes and indicators. The PM-10, SO2 levels, and lead in PM10 found during the working period (April-December 2001), overrun the maximum limits permitted by the World Health Organization (WHO), as well as the national air environmental quality standards for Peru, which not only determines a decreasing in air quality, but rather gives rise to a decreasing in the populations’s life quality, having consequences on their health and impairing the city’s landscape. The Optimum Quality Rate (OQR) for Metropolitan Lima area is of the order of 101.5, and the Integrated Life Quality Rate (ILQR) is 68.55, what shows that environmental factors influence decisively on the quality of life of Lima inhabitants.

This present work makes part of the research project Environmental Evaluation and Recovery of the Bay of Paita, carried out in 2003 and sponsored by the High Research Council of the UNMSM. The present study has the aim of evaluating the environmental conditions of the Bay of Paita and its surrounding as well as to suggest solution strategies to the various environmental problems shown to improve populations’ life quality and to preserve environment and natural resources. Our conclusion is that there is impairment of both urban and physical environments, and activities incompatibility, which makes evident a lack of territorial ordering.

Descriptions of environmental impact are necessary to predict the effects of specific projects on defined and often small areas, as is the case of the bay of Chancay. In this bay residual water from the fish industry and urban spilling are usually discharged. Environmental impact caused on marine sediments is deduced from an evaluation of the bio-oceanographic conditions this bay presents. In order to evaluate the copper content in the mollusc existing Enoplochiton Niger Huarmey Bay in the province of Huarmey, department of Ancash, Peru, the concentration (ug / g) of copper in the muscle of the mollusk was determined by the technique atomic absorption spectrophotometry in the laboratory that used CERPER Method: NOM-117-SSA 1-1994. The environmental recovery of coastal ecosystems is an environmental management initiative for consultation among the main actors in the development of a city. This work presents an environmental recovery proposal that includes certain management instruments, aimed at reversing the situation of environmental degradation of the coastal waters of Chancay Bay. Due to the importance of the town of Chancay at the regional level and due to the complexity of its environmental problems, this proposal constitutes an alternative of environmental management that can be taken into account in other coastal areas of our territory.

The pollution of coastal waters of the Bay of Chancay caused by the discharge of industrial and urban runoff, has prompted the present investigation aimed to know the extent of contamination of coastal waters of the Bay of Chancay and Impacts, to propose recovery measures and environmental control. As a result of this investigation, it is known that seawater Chancay Bay presents values ​​that are well above current regulations (Water Act), leading in extreme cases to 0.00 ml / l dissolved oxygen, 120 mg / l BOD5, 0.00 bits / ind. diversity, among others, confirming a high pollution.
