Centralization and decentralization as well as deconcentration in the administrative division of the Peruvian state have been conditioned by political, social, economic and religious factors; In brief, by factors of power. The execution of these policies in the Peruvian context has brought serious difficulties in the development of the country. In this article, the author studies the Peruvian model and its adaptations taking into account the historical data. Finally, he proposes the reform challenges that must be faced in decentralization and the strengthening of regionalization, both understood as necessary institutional processes to achieve the integral development of the country.

The Inter-American Democratic Charter (IDC) was adopted in 2001 by member states of the Organization of American States (OAS) as a renewed instrument for the defense of democracy, not only against traditional coup d´etat but also to face serious violations to horizontal accountability. The second assumption took into consideration, as a precedent, the political situation in Peru during Alberto Fujimori's administration (1995-2000), defined as a competitive authoritarian regime by Political Science and Constitutional Law scholars. This paper is about the Public Ministry and the social cohesion in the way that the work of this entity contributes to the strengthening of the democracy. The author proposes the abstraction of the differences that this entity could have in each country and to establish common areas of elaboration. Furthermore, he points that the Public Ministry behavior or its institutional development do not be framed into its legal base of action, even when could have a correlation. The author emphasizes that its behavior must not see as an exercise of power, however as a service to achieve the social cohesion. This article deals with the ways in which the special law establishes the democratic functioning of political organizations in terms of the transparency that they must exhibit as to the origin of the economic resources that support it, and the procedure for access to the free use of space -those offered by state-owned social media in proportion to the last general election result; and specifies the rules so that political parties can testify to political pluralism and that the formation of the popular will and the internal electoral processes as well as the fundamental institutions in their purpose of energizing the political articipation of the citizens as the basis of the democratic system.

This paper is aimed at presenting the "state of arts" of economic analysis in the study of political processes and their importance for resource allocation. The first part presents a general description of the "neoinstitutional school" as a new attempt to extend the theory of price and apply it to social and political institutions. The main developments of this school are presented in such fields as the importance of the balance of powers, the stability of political decisions in Congress and the influence of pressure groups on legislators. Finally some recommendations derived from these models are presented to improve the functioning of the Peruvian democratic system.

La investigación que presento ha sido elegida por la creciente jurisprudencia del Tribunal Constitucional, respecto de la tutela de los derechos sociales. En nuestro contexto latinoamericano, se está desarrollando un enfoque dialógico que busca, desde la democracia deliberativa, contribuir con la defensa de los derechos fundamentales. Para lograr ese propósito, parto desde el constitucionalismo dialógico para identificar sus características y afrontar mejor las nuevas perspectivas de la función jurisdiccional, y propongo el activismo judicial dialógico como un mecanismo de defensa de los derechos sociales.
