En este trabajo se hace un análisis de las dinámicas de producción y consumo cultural de la sociedad de la información en relación con los medios digitales. Ciertas propiedades de los medios de comunicación y de las TIC pueden producir, como muchos críticos han comenzado a señalar, una suerte de involución cognitiva que se expresa en nuevas formas de ignorancia y conformismo; se trata de procesos muy peligrosos porque actúan desapercibidos en el optimismo acrítico que caracteriza las utopías digitales. Lo que se intentará demostrar es que estos problemas no dependen de la técnica, sino de los principios y de los fundamentos ontológicos que rigen nuestra relación con la tecnología.

This article analyzes the promotion of social participation from the changes in educational policy due to the National Agreement for the Modernization of Basic Education, signed in 1992, focusing on social participation in the space of public policies, and in the process of social participation in the public schools of basic level. It was noted some institutionalization of the first dimension and a more irregular and vulnerable development in the second because of factors of diverse nature.

Through coordination between the Regional Government of Cusco, UNESCO and the World Bank, the Plan for Mobility and Public Space Cusco 2025 was born. This plan aimed to order the vehicular system of the city, generate neighborhoods where the population can occupy the public space enjoying the streets, parks and squares, and implement a new urban transport model consisting of a main route with intelligent traffic lights. The process of formulating this plan has been surrounded by technical, political and coordination conflicts between the different institutions involved. En el presente trabajo el autor propo-ne a la atención de los estudiosos del proceso, la racionalidad (interna y externa) que debe presidir al procedimiento judicial, a fin de transfor-marlo en una institución en la que no se presente la paradoja, representada por la “cosa juzgada injusta”, de la separación entre verdad y vinculato-riedad de la decisión judicial, sino que plasme criterios externos de justicia, a través de pasos pautados de un pro-cedimiento racionalmente contrastable, dándole así legitimidad y acepta-bilidad a la decisión judicial.

Peru does not have an articulated and organized student movement that promote clear agendas to improve the quality of higher education. Still, students compete in elections for seats at their university’s governing bodies. This is the case of the National University of Peruvian Amazon (UNAP), where student’s political groups have increased in recent years without a clear agenda about university development. This article explores this paradox describing the new mobilizers for students’ organizations.Firstly, the findings suggest that university’s governing bodies operate under a clientelistic logic between students and authorities. An unplanned health care system is like a paper boat carried by a slowly sinking current. In times of disinformation and excessive distraction, investing in better facts on health technology assessment (HTA) will enable more active actions rather than reactive to the market dynamics. This paper aims to raise some reflections on HTA in terms of political context, health technologies and epidemiological priorities. The perspective of HTA is context dependent, intrinsic to its political and institutional articulation. La metodología de investigación elaborada por Natalia Iguiñiz para su muestra Dejo este cuerpo aquí sirve como punto de partida para plantear una serie de reflexiones enfocadas en cómo se desarrolla el fenómeno de la comprensión frente a la experiencia artística y, por ende, cómo los procesos artísticos producen conocimiento. Se traza un paralelo entre los procedimientos visuales que suscitan la muestra individual de Iguiñiz presentada en el contexto de una pandemia y los postulados filosóficos de Hans-Georg Gadamer. Se puede considerar que ambos, la artista visual y el filósofo, nos animan a ir más allá de las paradojas y tensiones entre las subjetividades de la investigación artística y las doctrinas de la investigación científica.

El objetivo de la investigación es analizar las percepciones comunitarias sobre las transformaciones territoriales y los impactos en la calidad de vida derivados de la iniciativa de desarrollo turístico Surf City en el municipio de La Libertad Costa (El Salvador). Para lograr esto, se utilizó una metodología cualitativa con entrevistas en profundidad a actores clave, incluyendo vendedores informales de playa (60% mujeres), líderes comunitarios y pequeños empresarios de las cuatro comunidades afectadas (El Majahual, El Sunzal, El Palmarcito y El Zonte). To explain this apparent paradox examines notions of pathos and logos in the context of positivist philosophy and its vital connection with historicism. We will try to show how the passion is a form of knowledge and not an obstacle to achieving levels of objectivity, considering the source of rational activity and not a defect. Though, it is also known that about 2-5% of that oxygen is reduced to form free radicals (ROS) such as superoxide, hydroxyl radical and hydrogen peroxide molecule in addition to organic peroxides produced by propagation reactions that can damage cellular biomolecules and starting at the best apoptosis and necrosis. As part of our evolution and adaptation to this gas toxicity we have developed a complex antioxidant defense system with endogenous components (superoxide dismutase-SOD, catalase, glutathione peroxidase, glutathione, uric acid, bilirubin, lipoic acid) and exogenous (Vitamins A, C and E, as well as polyphenols) that are included in our daily diet.
