The objective of this research was to evaluate the articulated planning for the digital transformation, specifically of the Peruvian State Policy 35 [PE35], in the national policies (sectoral and multisectoral) of Peru. For this, the methodology was qualitative in approach, interpretive in design, and descriptive in level. The data came from the vertical alignment subchapters or annexes of the policies studied. The method was documentary analysis, instrumentalized by an analysis sheet. It was determined that only the Ministry of Agriculture and the Ministry of Defense were fully aligned with the digital transformation; that the Presidency of the Council of Ministers and the Ministry of Economy and Finance, only half; and that the Ministry of Production, the Ministry of Labor and Employment Promotion, the Ministry of Health, and others, did not even have a policy aligned with the PE35. For some years, Peru has started a determined push towards a national process of digital transformation that guarantees access to the opportunities of the digital environment for all people. This process has been accelerated by the demand for change and the disruption generated by the health crisis and, in turn, by the citizen’s decision to incorporate digital into their daily lives. The National Digital Transformation Policy emerges as a guiding document with the purpose of promoting digital citizenship, guaranteeing equitable and safe access to digital transformation and what determines the actions of the country’s Digital Agenda towards 2030. This article addresses those aspects of this Policy that will constitute the critical success factors to guarantee digital equity.

El presente artículo es un esfuerzo de sistematización y análisis de las teorías de la acción utilizadas en el proyecto Comunidades de Aprendizaje entre los años 2015-2018 en el Perú. Así mismo, se realiza un análisis del proceso de escalonamiento en torno a cuatro categorías: profundidad, sostenibilidad, difusión y empoderamiento. This article proposes to use the concept of communication for peace as a tool to improve the quality of information disseminated by the media. Firstly, it seeks to build a definition of communication for peace, and establish the minimum standards that this type of social communication matters. Then, it is intended to establish certain criteria to identify their presence in the media, and propose reforms in the respective public policies, but not before performing an analysis using statistics on the current situation of our radio and television.

The persistent inequalities surrounding access and permanence of communities in the peasant rural habitat in northwestern Córdoba lead us to inquire about the different territorial transformations carried out by the State and the market which, in recent decades, have accentuated historical inequities. To propose that the State is the space for dialogue par excellence, the text relies on the ethical nature that is inherent in the constitution of the State. The climate crisis and unsustainable economic practices are reinforced by colonial values like nature instrumentalism and individualism, which shape global sustainability agendas. In contrast, Indigenous values grounded in a holistic understanding have fostered communal sustainability for centuries but remain underrepresented in sustainability practice. This paper compares Indigenous worldviews alongside modern cultural worldviews. Additionally, it examines different sustainability proposals and practical examples of Indigenous principles in policy and business settings (such as urban policy or consulting firms). There were analyzed empirical researches on transformational leadership in undergraduate and graduate university students from Peru and abroad between 2014 and 2023. The sample consisted of 23 research articles obtained from five electronic database: ERIC, ScienceDirect, Scopus, PubMed and Alicia. The PRISMA 2020 Declaration was applied to carry out the systematic review of the proposed topic. It was found that the United States is the country from which the main authors who published the most on the subject (30.43%), 2021 was the year with the most publications (26.08%), the most used approach and design were the quantitative (69,6%) and correlational (42.86%) respectively. This study identifies the adverse context for the reproduction of peri-urban family farming in Cuautlancingo, Puebla, through a case study that analyzes the territorial transformations shaping its peri-urban area. The analysis shows that these transformations reflect a complex process of spatial, socioeconomic, and cultural reconfiguration, underpinned by dynamics of accumulation by dispossession (AxD). Urban expansion, neoliberal policies, and real-estate speculation have displaced traditional agricultural practices, fostering land-tenure changes and legalization mechanisms of ejido property that integrate agricultural land into the real-estate market.
