The Inter-American Court of Human Rights is aware that judges and domestic courts are subject to rule of law and forced to apply provisions in force in their body of laws. But, when a State has ratified an international treaty such as the American Convention, the judges are forced to observe them. Article 2.3 of the applicable Regulations of the Inter-American Court of Human Rights, partially reformed and renewed, defines the term amicus curiae as «the person strange to the dispute and proceeding who offers the Court ideas about the events contained in a lawsuit or formulates juridical considerations on the matter of the proceeding through a document or pleading in a hearing». The present article is an international review or state of the art that analyzed more than seventy texts of studies and interventions of information and communication technologies for development and social change with the objective of identifying tendencies, in particular those that had the specific purpose of youth development. In the results of this systematization stands out the discussions around the concept of development, the predominance of works in marginalized communities, and the need to orient this field towards situated users and problems, as is the case of young people, a topic that has been less attended.

The Canaima Educativo project supplied laptops (canaimitas) to Venezuela’s public schools. Although family integration was among the project’s objectives, there were not guidelines on how to achieve such objective. This research aimed to interpret how families used the canaimitas considering the importance to include digital techno­logies in daily life, since our society is living in a digital culture. This article denotes a socially relevant problem that is related to the absence of women and their history in the official curricular constructions of Chile and Peru. The method followed is related to the postulates of Critical Literacy, adapting leading questions for the construction of categories of analysis and documentary research. Among the main conclusions, it can be stated that both curricula, from comparative perspectives, do not propose or offer sufficient spaces for the inclusion of women and their history. In addition, the curriculum construction is framed in traditional perspectives that reveal the protagonism of white men with political, economic and / or military power, where women, when they are referred, are carried out from subordinate positions and linked to the domestic and private. Between 1740 and 1754 the Society of Jesus established three missionsin the south of the frontier that shaped the Salado river in the present territory of the State of Buenos Aires, Argentina. Concerning the colonial authorities the sites operated as advance post; for the indigenous groups they became a place of encounter, barter and confrontation and pacific dealings, where caciques (chiefs) played a fundamental role. When a debate revolves around the digital transition of Latin America, it is a mayor challenge to establish a real period of time for its solidification. This emptiness and far away feeling isn’t different when boarding the subject in the Venezuelan reality, since there are almost no strategies for the development of a digital development in a communications oriented field, especially in the audiovisual field, were external factors can be considered in the same manner as the uniqueness and challenges of the country in this process, witch will clearly show how our countries works, waiting for the last moment to confront an even more tangible reality and with an even more variety of challenges that must be taken with seriousness and a glocal perspective.

The intertwined global health and economic crisis which Covid-19 has generated shows the centrality of the role of the State in confronting both events as well as its vitalimportance in the performance of international organizations dealing with such problem. Multilateralism still depends on the State’s performance and not the other way around yet. The global crisis has also shown the need to reform the great majority of international regimes involved in it with the purpose of strengthening and enlarging their specificfunctions without risking such regimes with integral changes. Besides, the global nature of the pandemic has underlined the importance of geography in the efforts of tracing it. Such event implies the need of redefining the concept of globalization which underscores the delinkage of global processes from its territorial bases.

The following investigation has as its main objetive the description of the relationship that exists between Emotional Intelligence and the degree of the State – Trait of Anxiety; for this a descriptive and correlational investigation was carried out. The participants were 166 individuals between 16 and 26 years of age in an Institute of Higher Learning in Lima, Perú. A Bar-On Emotional Quotient Inventory and Spielberg’s State - Trait Anxiety Inventory were applied. The results found the existence of a highly significant relationship between the Total Emotional Intelligence and the level of State - Trait Anxiety Inventory. According to the Emotional Intelligence component it was found that 81% of the participants presented an adequate level of Emotional Intelligence and with respect to the State - Trait Anxiety Inventory it was found that around 81% had a low level of anxiety. The present paper describes the diversity and state of conservation, determinate by a rapid biological inventory, carried out since October 24 to 30 of 2005, at the Amazonian waterbodies from Northeast of Peru, between 680 and 133 m of altitude, among Tarapoto (San Martin) and Yurimaguas (Loreto). Data and samples were collected in 26 stations. Planckton samples were collected with standard net (40 microns), benthos with Surber net and fishes with small mesh seines. Descriptions of each habitat included coordinates (UTM), and limnological characteristics (pH, temperature, conductivity, oxygen). The richness of species of fishes was of 95, dominated by Characiformes and Siluriformes. Richness of species in phytoplankton was of 74, in zooplankton, 22 species and in benthos of 20 species. Meanwhile, there are few studies that examine Cuban dissidence in general. To advance in research about how is the configuration of the public thing is set around the political opposition in Cuba, an illegal and criminalized activity, is imposed an analysis that identifies gaps in knowledge production about this subjects and rescue the elements which allow us to think, contextualized and critically, the phenomenon.

The present investigation has as purpose the regional economic analysis that contributes in the diagnosis of the sectorial planning of the State of Mexico. To fulfill this purpose, we sought to determine the level of association between the size of the economic units and a set of representative variables of economic activity. The data mining methodology was used to quantitatively and descriptively apply the Multiple Correspondence Analysis (MCA) methodology. The results suggest that there is a moderate positive association level around 50% in two of its indicators: Pearson's association coefficient is 0.4685 and Mathews's is 0.5303. However, in Cramer's V and Total Inertial indicators, there were weak positive correlations of 0.3062 and 0.2812, respectively.
