Social innovation is recognized by multilateral organizations as a way to cope creatively and collaboratively with social demands that are not satisfied, neither from the public nor from the private. This challenge requires management reliable relationship between actors with diverse and sometimes conflicting interests. In this sense, the social function of public relations (PR) can provide an important service to prevent resistance to social changes that involve innovation processes. Relative efficiency in spending regional governments: a contribution to the decentralization process

This research seeks to analyze the performance of regional governments from an economic point of view. This is done by making several rankings of relative efficiency, taking into account the quality of the regions' expenditures. Six rankings were carried out according to six specific functions.Given the heterogeneity between regions, units were split into groupings using the Ward measure, an aglomeratic hierarchy method. Once complete, this helped us produce estimates for three groups of regions.In constructing these rankings, we used the Data Involvements Analysis (DEA) technique, a non-parametric method that computes an efficient frontier based on best practice with the distance between an observed point and the frontier being the core for computing the efficient measures. Rationality is a theoretical framework to understand that social and economic behavior which contributes to better decisional processes. This role of rationality generates expectations from the stakeholders of the decisional process, one of which is refers to the need of including ethical criteria within the decisional process itself. This essay explores both the concept of rationality, as well as its types, in order to evaluate the extent to which ethical criteria should be part of said process. The study of heritage requires new conceptual approaches that contribute to its current theoretical debate, in order to re-nourish the knowledge of different disciplines that address it. In between, richer and more complex crossovers are generated. This article presents the positions of different authors and submits them, especially, to the discussions on rural space, tourism and the logics of land use planning. As axes, work on heritage as a concept, approach, process and attitude is proposed. The conclusions will reveal that it is necessary to expand certain conceptual categories to better cover the heritage of rural areas, as well as a need to rethink tourism in that environment.

One of the most conflictive scenarios for criminal law and its punitive and preventive responses is found at the confluence of armed conflicts, being these an inexhaustible engine of production of regulated criminal acts, both nationally and internationally. The present work will focus its study on those crimes related to internal armed conflicts and on how we can reach a more comprehensive legal logic from a dogmatic criminal perspective derived from the theory of crime —more than a political response in amnesty—, specifically through assumptions of need, when providing a definitive resolution to a context of armed conflict, which requires unrestricted criminal solutions to the dialectical borders of each government in office.

The emerging international system in the twenty-first century is characterised by a new phase of globalization in which, largely due to the explosion of information and communication technologies, the role and activity of a variety of actors –outside and within states– has been significantly strengthened. While the states remain as the main actors of the world system, the current configuration of the international order no longer responds to the Westphalian state-centric paradigm that shaped international relations until the end of the twentieth century. In this new scenario, the role of subnational actors is increasingly active, which opens a window of opportunity for developing nations to improve their competitive and cooperative insertion in the international system at both regional and global levels.

This article reviews the processes of consolidation of the principle of legality and of the criminalisation of crimes against humanity in international criminal law from a historical perspective. It starts with the Nuremberg Tribunal of 1945 and then traces the development of these two processes side-by-side: the enshrinement of the principle of legality in a series of universal treaties protecting human rights between the 1960s and the 1980s and the criminalisation of crimes against humanity in the Statutes for the International Criminal Tribunals for the former Yugoslavia and for Rwanda and in the Rome Statute of the International Criminal Court.

The old contractual models and their remedies are not sufficient to cover the current dynamics, this is the case of related operations that require efficient tools for their solution.In this context, the author develops a series of techniques or mechanisms for the efficient and effective solution of the identified problems, consolidation and suspension.
