The special nature of the contractor selection procedure and the source hierarchy of the State Procurement Law have been used as an argument to support the non-application of the interoperability rule within the framework of these procedures. Being in disagreement with this position, we sustain in the article that the special nature of the selection procedure does not negate the application of the informalism principle that underpins the interoperability rule. Likewise, we maintain that the common character of the Law of General Administrative Procedure, where the principle of informalism is enshrined, requires a reinterpretation of the hierarchy of sources of the State Contracting Law.

The Democratic institutions are founded on a series of painful political experiences, like the holocaust, from which we have gained an important learning. However, the culture of human rights needs to strengthen within the regards of an ethic of memory, that conveys the efforts of the entire society so it can identify liabilities in a context of violence. This ethical reflection prevents the causes of violence from appearing again, but also guides us in the search for new parameters about our conceptions of a meaningful life. Thus human development is part of this same democratic process whose objective is the formation of a sense of justice that allows us to genuinely care about the other.

Starting from fifty citations from primary sources, this article tries to summarize a recent doctoral thesis on the transformation of traditional ius commune contract law in moral theological treatises from the early modern Catholic world. Firstly, it will be shown how theologians borrowed from the Romano-canon legal tradition to develop moral doctrine. Secondly, this contribution will try to demonstrate that the traditional conception of contract was fundamentally changed in the works of the theologians. The conclusion will be that theologians developed a doctrine of contracts which redefined contract on the basis of the autonomy of the will, without remaining insensitive to the political, moral and spiritual context in which the homo viator tried to live a God-pleasing life.

The research work describes and analyzes the teaching-learning strategies used by the teachers of the rural Yaputira - Huancané 2019 school, this reveals the teaching strategies most used by teachers in Aymara secondary schools. The work corresponds to the quantitative approach, being its descriptive transectional design. In its development, a survey was applied to all students, in which they reported, regarding the recurrent teaching strategies by the teacher. This paper addresses binding judicial precedent. The semi- structured interview was used as a methodology for execution and a total of thirty-two academics, from ten countries in Latin America and Europe, participated of it. The results are structured around the arguments for and against precedent as a theoretical position; to narrate how vertex courts and inferior courts behave on precedents; and finally, to know the roadblocks that prevent following precedent correctly.

Since 2006 the indigenous political vote has split between Pachakutik and Alianza País (AP). The latter is a political movement led by Rafael Correa, currently president of Ecuador. The article seeks an explanation for this distribution of the vote, examining the political behavior of the indigenous people of the Otavalo and Cotacachico unties of the northern Ecuadorean highlands. It argues that the support for Correa can be explained by several factors: (1) the historical relationship between indigenous people and the State; (2) an electoral behaviour that combines trust in ethnic leaders and pragmatism; and (3) an expectation of «more state presence». The study is based on two surveys of leaders and local population, participant observation and interviews, as well as a document review.

This article reviews common psychiatric entities and clinical perspectives during times of crisis, analyzing their impacton mental health. Crises, categorized as pandemics, natural disasters, armed conflicts, and economic crises, significantlyincrease the prevalence of mental disorders and exacerbate preexisting conditions, posing challenges to the outreach andpossibilities of mental health systems. Corruption is one of the main problems in Peru, along with crime and citizen insecurity, violence against women, drug use, poverty and unemployment. The latter has increased in recent months due to the COVID-19 pandemic. The objective of the study was to determine common behaviors associated with corruption among university students from Lima, Peru. Among the common behaviors identified, it was found that students, at least once, had bought pirated products (94.4%), offered false excuses to their parents to justify where they were (88.5%), and cheated on exams (74.4%). These behaviors were observed in both men and women. The results show that these behaviors are the result of a broader educational problem that has permeated the morals and ethics of society.
