A difusão das tecnologias de informação e comunicação (TIC) no Paraná está associada a iniciativas de desenvolvimento locais, ao longo dos anos 2000, por meio da formação de Arranjos Produtivos Locais (APLs) especializados e vinculados às diferentes regiões do estado (Região Metropolitana de Curitiba, Maringá e região, Ponta Grossa e região, Londrina e região, Região Sudoeste, Região Oeste). Esses APL estabeleceram programas voltados a temas de interesse comuns, notadamente o desenvolvimento de conhecimento em TIC, com ênfase na qualificação de mão de obra. Essas iniciativas buscavam o aumento da competitividade na área, em âmbito nacional e internacional. This research analyzes rhythm in fiction films based on the notion of rhythm in the arts of philosopher Susanne Langer and her theory of symbolism. Unlike previous studies on rhythm in film, conducted from mathematical perspectives with metrics of time, proportions and frequencies of montage shots, this study aims to demonstrate that the phenomenon of rhythm in film can also be analyzed from the philosophy of art, in this case, from the symbolism of Langer. In this regard, she considers that rhythm in the arts is recreated in the relationship of the tensions of a work to promote the symbolism of feelings as a whole. The speedy evolution of Internet and the penetration of social networks has changed the way of communicating that was usually had the fashion. Gone are the models of communication that placed traditional media at the centre of their strategic management. The new trends contextualize social networks as the backbone of the relationship with audiences. In this sense, real weddings have become a fundamental tool for the fashion brands participating in the event thanks to their wide potential as an instrument to spread the messages. The influencer, considered a key asset in the strategy for online communication (Pérez-Curiel and Clavijo-Ferreira, 2017), causes a loss of control over the strategic decisions of fashion brands due to their independence in developing actions (Díaz, 2017). In order to describe to what extent, the influencer enhances the brand identity and the change in strategy trend in the sector, a triple-focus comparative content analysis methodology is designed (Silverman, 2016; Krippendorff, 2004). It analyzes the Instagram accounts of three international renowned luxury firms such as Gucci, Loewe and Margiela (total posts n1 = 3756 and specific posts n2 = 240) and develops a panel of experts (n3=6) aimed at specialized professionals and academics. The results indicate how the values ​​and corporate image of the brands are affected by the ego-personal discourse of these influence profiles.

The debate on public policies and regulations for digital platforms constitutes an urgent topic for communication sciences. This article aims to provide a theoretical-analytical approach to emerging dimensions in research on communication policies in platform capitalism in Latin America. The work is part of a critical approach to the political economy of communication, offers a state of the art and includes a bibliographic systematization of the main debates on the State, big tech and public policies. Reflections from the notions of cognitive capitalism and platform capitalism allow us to confront the instrumental theoretical approaches that characterize the study of internet intermediaries.
