This year (2012) we are celebrating the bicentennial of the Constitution of Cadiz, the first and only political chart of the Spanish monarchy that considered those born in both hemispheres as citizens with equal rights, including creoles, indians and mestizos and even the illiterate. Similarly, the reformist and liberal character of the Constitution of Cadiz enabled the punishment of a number of human liberties and rights, which would be included in all of the following Peruvian Constitutions, thereby constituting its natural point of reference. The acknowledgement of the people as a source of sovereignty led to the first municipal and parliamentary elections, thereby establishing the discipline of Electoral Law. Since 1957, Caretas has published the section “Ají Molido” by Arequipa-born artist Guillermo Osorio Oviedo, who satirized the different Peruvian political problems and tensions through his caricatures. The section ended in October 1968 and covered a large part of the second government of Manuel Prado (1956-1962), as well as the general elections of 1962 and 1963 and the first government of Fernando Belaúnde Terry (1963-1968). Thus, within the framework of the electoral reforms proposed by Belaúnde, municipal elections were reintroduced, which gave rise to two such elections during his administration: the first in 1963 and the second in 1966. In this article, we will focus on analyzing the formal and iconographic resources used by Guillermo Osorio in the caricatures made in the electoral context of 1966, creating a campaign against the candidacy of Jorge Grieve Madge.

Why does the reader vote the way he/she votes? Voter satisfaction in choosing a candidate encompasses a series of indicators and makes this variable multidimensional in nature. In order to construct the electoral profile index, factor analysis is used, which takes into account the difference between what the reader expects and what he/she perceives in the electoral process. This study establishes the main determinants of the voter's decision process in Metropolitan Lima and then constructs an indicator of the corresponding electoral profile.

In the present work, we present the results of the opinion poll of voting intentions of the students of San Marcos University in municipal elections of 2010 and presidential elections of 2011. We used stratified random sampling with allocation proportional to size (Scheffer y Mendenhall, 2007) and considered the following layers: Faculty of Administrative Sciences, Faculty of Biological Sciences, among others, in total twenty faculties of San Marcos University. The surveys were carried out in three stages, during the months of July, August and September. In the following research, we present a descriptive analysis of the application of an Attitudes towards Politics Questionnaire to a sample of 875 people who live in Arequipa City. The sample consists of 416 men and 459 women, whose average age is 38 years old. The questionnaire has 11 items and two dimensions: (Governability and Political participation) with proper levels of validity and reliability (α= 0.730). The results indicate that attitudes towards politics are negative, from which attitudes towards Politics participation are more positive than towards Governability.

The objective of this study is to demonstrate the possible existence of opportunistic political-economic cycles in current and capital expenditures in the municipalities of the state of Rio Grande do Sul from 2009 to 2016. To this end, econometric analysis was used through the estimation of a panel data model. The results show that the electoral calendar only has an influence on the current expenditures of the municipalities in the evaluated period, since these are short-term expenses that are easily observed by the electorate. Therefore, this study contributes to the theory by showing that fluctuations in the economy, in terms of current expenditure, of the municipalities of Rio Grande do Sul for 2009 to 2016 are also explained by political variables, and not only by economic factors.

This paper aims to demystify, empirically, a statement widely shared in the political imaginary of the citizens of Santiago de Cali: candidates, who predominate in the popular sectors of the population, are the ones who win the elections for mayor («Aguablanca elects the mayor»). From an analysis with Qualitative Comparative Analysis (QCA) in their mode of fuzzy sets, it is shown that there are more complex scenarios of the electoral behavior in the elections for the municipal mayor in 2003, 2007 and 2011. Starting from this premise, from a«sociological perspective» it is proposed a classification of the strata of the city according to the pooled weighted average and candidate as elite/non elite, to analyze the electoral trends in terms of political preferences of each stratum. This article is a research of the relationship between the electoral performance of candidates in Brazilian state capitals in the 2024 municipal elections and their activity on Instagram and TikTok. In a scenario of platformization of politics, these social networks have become central to campaigns, serving for propaganda and mobilization. Based on an analysis of the posts of the two most voted candidates in each state capital, the study identified patterns of engagement, content production, and performance by type of candidacy and party. The results indicate that, although relevant, digital platforms have a limited impact on electoral success, conditioned by local factors. The process of disaffection in the political activity in Chile and the legal amendments to the electoral propaganda and the financing of campaigns in the country generated that parties and candidates could see social networks as an opportunity of dissemination and adverti- sing through the Internet. However, the practice shows that, despite its manifest importance, the activity has not reached an edge of professionalization yet. This explanatory research depicts the use of digital platforms specifically in four Chilean cities during the 2016 munici- pal election. Based on that information, there will be a critical reflection on the role of the journalist and social communicator in the design of relevant communication strategies in the electoral activity.
