Currently, due to various cases of corruption, various academic and non-academic spaces have focused on evaluating and understanding how public works contracting processes aredeveloped.Due to the discoveries of journalistic studies, in several countries, especially in the region, cases of corruption have been found in officials of all levels. Given this situation, an ethical evaluationis relevant and important.The present study seeks to understand, from a management and top management perspective, from sociology and neuroscience, the reason for the inappropriate behavior of the aforementioned public officials. This in a frame of affirmation that indicates that, if we do not take care of evaluating ethical and humanistic aspects, we will not be able to have a sustainable development in public and privatespaces.

Based on the concepts of decision support system (DSS), a framework is presented for IT portfolio selection, which could be adaptable in different degrees to the needs of the different stakeholders of the company. This framework provides a flexible, expandable and interactive DSS to select IT projects for portfolio management A case is showed to demonstrate the practical application of the proposed approach.

In an increasingly global context, the challenge is often costly, inefficient, and complex. In current supply chains, the use of AIDC technologies allows the information that flows to be standardized and reliable, as well as obtaining a series of advantages related to saving time and costs. In Cuba, the use of these technologies is not regulated by national laws and most companies do not use them, considering ignorance of their effectiveness as the cause. This article analyzes AIDC technologies: specifically, bar code systems and radio frequency systems, their operation and benefits of their use in supply chains. Based on the existing need, a tool was designed based on a procedure that establishes a guide for the selection of technologies to be implemented in logistics processes. The tool designed is used for Case Studies to know its application and mode of use.

The present article proposes to design a model that provides a generic architecture which acts autonomously in public works contracting selection processes, in order to generate an automated decision criterion in the event of a tie. For the Simplified Tender selection process, in case of a tie, it is proposed to choose the bidder by means of an electronic lottery based on a controlled randomization system of encryption and transformation. For the Public Bidding selection process, in the event of a tie, the bidder is chosen by means of a predicted compliance index according to the behavior of the companies when executing similar infrastructure projects. Meche’s House is an alternative: the crisis as an opportunity to experiment and consolidate popular construction systems based on an endogenous and holistic approach. Municipal employees have come under fire for poor performance and conduct in their work as some engage in corruption and others are not qualified enough to discharge their duties to the required levels. Employee training and development has become one of the key aspects in improving employee performance in organisations thus leading to improved organizational performance and growth. The study investigated the relationship between the quality of employee training and development on service delivery in a selected municipality with data collected from 150 employees. The results indicated the need for effective employee training and development systems and processes to achieve improved employee performance thus improved provision of basic services to the communities.

Objective. To determine the relationship between results-based management and the public procurement processes carried out by the professionals of the Rural Agricultural Productive Development Program (AGRORURAL) of the Huánuco zonal directorate, 2019. Methods. The research is characterized by being of a basic type, with a descriptive-correlational level and a non-experimental design. The Public Management Theory focused on performance budgeting and government contracting is used. For data collection, a survey questionnaire was applied to professionals and officials of AGRORURAL-Huánuco; based on this, Spearman correlation coefficients were estimated. Results. In order to evaluate the forms of interaction in the main Instagramers from Peru and Colombia, an exploratory analysis of their profiles was carried out on the Instagram audiovisual platform during 2019. For this reason, firstly, the Heepsy tool was used to establish the influencers with greater impact within the platform in both countries and then, through the monitoring tools Fan Page Karma and Social Blade, to determine a set of variables and parameters regarding their interaction. The results show that the audience index is higher for Instagramers from Colombia than for the ones from Peru. This paper focuses on sustainable public procurements that seek to minimize negative environmental impacts and improve positive social impacts, which require significant changes within the market reality of a country. In the case of Peru, legislation establishes the requirement that sustainable criteria be integrated into public procurement suited to the needs for the procurement of goods and services.
