Five explanations have been proposed from different political standpoints to explain the root cause of the “humanitarian crisis” in Venezuela: 1.- the unrelenting hostility of internal and external adversaries, leading to international sanctions and threats of military action; 2.- the plummeting of international oil prices, aggravated by the government’s failure to diversify production and sever dependency on petroleum; 3.- mistaken policies that discouraged private investments; 4.- the mismanagement and incompetence of the Maduro government; and 5.- socialism’s inherent contradictions and unsustainability. In this essay, the author examines each explanation and argues that in order to explain the crisis in Venezuela it is necessary to understand the interrelation and context of the four initial explanations. As they are complementary to each other.

El objetivo de esta investigación es describir el desarrollo logístico y la infraestructura de Venezuela, los cuales se encuentran ligados a las decisiones gubernamentales y a la evolución económica del país. Se identificó que la logística de Venezuela se encontraba en un estado crítico debido a la ineficiencia de la toma de decisiones económicas por parte del gobierno, generando así desabastecimiento en el país y un retroceso en el desarrollo de la competitividad del mismo. Venezuela tiene mucho potencial para ser uno de los mejores países de Latino América, ya que posee buena infraestructura y tiene una excelente ubicación geográfica que brinda posibilidades de expandir el comercio. Sin embargo, la mala gestión, la toma equivocada de decisiones gubernamentales y la situación económica limitó el desarrollo de la logística del país.

The author, who has lived up to 30 years in Caracas’ poor neighborhoods and written many articles and books with the Popular Investigations Centre’s team (by him founded and directed), offers a brief, but complete inform about assassin violence in Venezuela. After a quick review of the main quantitative aspects, he studies in depth the qualitative dimension of this phenomenon, approaching the violent subjects’ closer motivations. Once ruled out easy causal interpretations, and detected the well founded personal/social origins of that violence, the author suggests some possible corrective interventions.

Señala que en gobiernos anteriores el pueblo venezolano no conoció lo que significaba previsión social, no se preocuparon de la salud de los trabajadores. Presenta el proyecto de ley de sistema de seguros sociales de Venezuela, aprobado y recomendado al Senado de ese país, en junio de 1938. El gobierno venezolano solicitó, a fines de 1937, la colaboración de la OIT para establecer un sistema de seguros sociales. Con esta colaboración, el gobierno a través del Ministerio de Trabajo y Comunicaciones elaboró y sometió al Parlamento un proyecto de ley, con el fin de fijar la recomendación estudiada y que delegue al gobierno los poderes necesarios para poner en vigor los seguros sociales. La Comisión del Senado encargada de estudiar el proyecto, examinó el plan, estudió la forma en que podrán incorporarse a la economía social venezolana las reglas de aplicación establecidas y sus repercusiones. The recognition of indigenous rights in the Constitution of Venezuela 1999 represents a conceptual tension in the way of conceiving the citizenship: means transit of a homogeneous citizenship to other multicultural character. However, the realization of those rights has found practical difficulties relating to land titling, lack of political backing for indigenous interests, conflicts with the armed forces, among others, that do lose sight of the conceptual problems underlying the recognition and the construction of citizenship. Artículo que presenta las disposiciones esenciales de la Ley de seguros sociales, del 14 de junio de 1940.A fines de 1937, el gobierno venezolano hizo un llamamiento a la colaboración de la Oficina Internacional del Trabajo, con el fin de establecer un sistema de seguros sociales. Como consecuencia de los trabajos de la misión enviada por la OIT, en abril de 1938 se sometió al Parlamento un proyecto de ley para su aprobación y dar al gobierno los poderes necesarios para la entrada en vigencia de los seguros sociales. Adoptado por la Comisión competente del Senado, las cámaras no lo discutieron y en 1939, se presentó un contraproyecto que se diferenciaba mucho del texto primitivo. The prevalence of Cystoisospora suis in lactating piglets and their dams in pig farms in the central region of Venezuela was determined. The study was conducted in farms of three sizes with a history of neonatal diarrhea: small (<150 sows), medium (150-500 sows) and large (>500 sows) farms. A total of 572 litters and their mothers were examined. Samples were cultured in 2.5% potassium dichromate and latter processed by the flotation-centrifugation technique using a NaCl saturaded solution. C. suis was found in 55 farms (82.1%) and 210 litters (36.7%), with the highest prevalence values in the first two weeks of life (p<0.05), but without statistical differences between farm sizes. Moreover, 9.4% of the sows were infected and of these, 89% of the litters were positive to C. suis, giving a significant correlation between the positivity of piglets and their mothers (r=0.55; p<0....

When a debate revolves around the digital transition of Latin America, it is a mayor challenge to establish a real period of time for its solidification. This emptiness and far away feeling isn’t different when boarding the subject in the Venezuelan reality, since there are almost no strategies for the development of a digital development in a communications oriented field, especially in the audiovisual field, were external factors can be considered in the same manner as the uniqueness and challenges of the country in this process, witch will clearly show how our countries works, waiting for the last moment to confront an even more tangible reality and with an even more variety of challenges that must be taken with seriousness and a glocal perspective.

La dependencia de la renta petrolera ha producido un revés en las reformas iniciadas durante el Gobierno de Hugo Chávez. Con la caída del precio del petróleo, Venezuela viene transitando por una crisis económica que ha promovido reacomodos estructurales heterogéneos, representados en la figura del “bachaqueo”. Una crisis profunda, que excede lo económico, con alcance en otros aspectos de la vida social. Sin embargo, las principales alternativas siguen ignorando la necesidad de cuestionar la hegemonía del modelo rentista, y sus consecuencias en la depredación del medio ambiente y en la diversidad cultural.

The implications of the Marxist theories of the State developed by Nicos Poulantzas, Louis Althusser and Ralph Miliband are useful in order to frame the basic elements related to the leftist strategy in Venezuela during the 21st Century.
