Este documento busca sustentar la implementación de este instituto superior, demostrando: la importancia de la educación superior no universitaria, porqué es fundamental para la sociedad y porque es la educación con más demanda; incrementando los estudios superiores en el distrito; entendiendo el desarrollo de la industria manufacturera del distrito y como potenciar a las empresas familiares sin educación superior; e, incorporando uso de los sentidos al momento del aprendizaje, como mediante ellos se puede promover una experiencia sensorial interactiva y completa.
