Ante este escenario adverso y fragmentado surge la idea de recuperarlo como espacio público, siendo este un nodo revitalizador urbano que articule y reordene los flujos, siendo un punto de llegada y destino que integre ambos frentes, devolviendo al Rímac su vida urbana frente al río.
