Se realizó un análisis a través de un diagnóstico situacional la problemática que atraviesa en la actualidad el gobierno regional de La Libertad y se pudo concluir que padece una deficiente oferta de servicios administrativos y de gestión gubernamental, esto por el hecho de que la infraestructura es deficiente, los espacios están en condiciones inadecuadas por el hacinamiento y el mínimo confort que brindan, existen ambientes improvisados por la falta de planificación al ser estos dispuestos por la necesidad, también existen la dispersión de funciones ,ya que al no tener la infraestructura adecuada, muchas de las oficinas están dispersas en distintos locales ubicados en toda la ciudad de Trujillo, generando problemas de coordinación tanto para los trabajadores como para el público que hace uso de estos servicios. Dando respuesta a la problemática planteada, el proyecto arquitectónico tiene como objetivo el mejorar y optimizar los servicios brindados por el Gobierno Regional de La Libertad, proyectando así un edificio moderno, flexible y que brinde el confort necesario para el desarrollo de las actividades de esta institución. También el proyecto busca fomentar el desarrollo de la región brindado espacios de uso público como son aulas y un centro de convenciones con una capacidad de 1000 personas, estos espacios serán para el uso de instituciones públicas y privadas, creando así un lugar de encuentro donde se puede establecer relaciones entre instituciones y personas.

An analysis was carried out through a situational diagnosis of the problems that the regional government of La Libertad is currently experiencing and it was concluded that it suffers from a deficient offer of administrative services and government management, due to the fact that the infrastructure is deficient, spaces are in inadequate conditions due to overcrowding and the minimum comfort they provide, there are improvised environments due to the lack of planning as they are arranged by necessity, there is also the dispersion of functions, since by not having the adequate infrastructure, many of the offices are dispersed in different premises located throughout the city of Trujillo, generating coordination problems both for the workers and for the public that makes use of these services. Responding to the problems raised, the architectural project aims to improve and optimize the services provided by the Regional Government of La Libertad, thus projecting a modern, flexible building that provides the necessary comfort for the development of the activities of this institution.
