El objetivo del proyecto es generar una eficiente infraestructura bibliotecaria y dotar a la ciudad de un escenario educativo y cultural apropiado fomentando el desarrollo de las artes e impulsar, de este modo, la integración social. El método a seguir es un análisis de la problemática de la ciudad de Trujillo desde la perspectiva del servicio bibliotecario y el servicio educativo artístico. A partir de la información cualitativa y cuantitativa desarrollada, se planteará una ubicación óptima y la programación determinando la capacidad para el proyecto. Los recursos que se emplearán serán el Reglamento Nacional de Edificaciones, las normas técnicas mínimas para proyectos arquitectónicos y equipamiento de bibliotecas públicas del Sistema Nacional de Biblioteca entre otros documentos y reglamentos vigentes. Se presentará a continuación el desarrollo arquitectónico, indicando las características espaciales, funcionales y ambientales en concordancia con la idea conceptual. Se finalizará con la presentación de las especialidades correspondientes al desarrollo estructural, de las instalaciones sanitarias, de las instalaciones eléctricas y tecnológicas.

The aim of the project is to create an efficient library infrastructure and provide an appropriate educational and cultural scene that will encourage the development of the arts and promote social integration. The method to be followed is an analysis of the problematic of the city of Trujillo from the perspective of the librarian service and the artistic educational service. Based on the qualitative and quantitative information developed, an optimum location and programming will be considered in order to determine the capacity of the project. The resources will be the National Building Regulations, the minimum technical standards for architectural projects and equipment of public libraries of the National Library System among other documents and current regulations. The architectural development will then be presented, indicating the spatial, functional and environmental characteristics in accordance to the conceptual idea.
