Sumario:ABSTRACT The present research on the influence of the "System of motivation and incentives" in the perception of the work environment of the personnel of the Vice Rector of Academic and Administrative Universidad César Vallejo. See Lima Este. San Juan de Lurigancho. Province of Lima. 2014 was conducted through in-depth research on specific targets against which we know the nature of the system of motivation and incentives and explain their influence on perceptions of the work environment of staff, as well known as other processes are developed as institutional ownership, labor relations and distribution of workload. For the foregoing, has conducted a review of the most representative theories in the fields of sociology, psychology, management, engineering and economic sciences that study the influence of conduct on job performance to understand how management human resources through motivational programs affecting people and the degree of effectiveness with which this system achieves influence behavior. The main revised theories are: work environment theory, theory of organizational climate Likert human relations theory, incentive theory, theory of behavioral psychology in implementing incentives, self-efficacy theory and social learning theory of job performance and performance evaluation. As the main source of information was used as an instrument the questionnaire was applied to measure staff Labor climate, the same with 73 indicators are divided into 5 categories which determine the aspects that are part of the working environment: credibility, respect, fairness, pride and camaraderie. This questionnaire was applied to a sample of 180 workers including among administrative staff and full-time teachers. Through the findings of this research is to promote critical construction of an intervention according to the current demands of organizations and the real needs of employees not only educational organizations, but also of all those who demand an intervention from social work in human resources management.
