This present study is about Prospective, as a model of territorial management, which point a good understanding about the future like a range of realities about the human being´s reach, before of the diagnostic of the Province, the experts thought to apply this concepts to the current process of Territorial Management in the Santiago de Chuco Province. Following through this concept and continuing the lines of the Presidencia´s Ministry, experts developed meetings with the Province´s authorities, which support this concept to convene the community by the radios media and several newspapers, with the main objective to develop two prospective workshops; the first one is sensitization and the second one is proposal validation. As a result of the present study is Territorial Develop Plan to the Santiago de Chuco Province – La Libertad. The first step to develop the plan was identify the Thematic Areas of Development, continuing with guidelines, programs and the investment projects at the first scale.
