Sumario:As a consequence of the economic and technological development, men have produced great imbalances in the atmosphere due to their direct impacts on the irrational use of natural resources, their polluting industrial, agricultural, mining, domestic, and agribusiness activities, and among other factors that affect the conditions of the Earth. The human being is responsible for originating serious problems in the environment that produce great alterations in the climate and consequently phenomena of the nature that become natural disasters which cause loss of materials, human lives and the destruction of the natural environment._x000D_ Disasters have devastating consequences such as affecting the economic, social, cultural, political and environmental development of the country. Moreover, they impact on social constructions, agricultural production, food safety, education, poverty increase, human losses, natural resources, diseases proliferation and, above all, on the citizen�s life quality and the deterioration of the environment._x000D_ Regarding this, Peru, due to its geographical characteristics, its location in the Pacific Circle of Fire (seismic and volcanic zone), becomes a country with a high degree of vulnerability. Furthermore, due to its location near the intertropical convergence zone, it is exposed to rain and, due to the rugged terrain of the Andes, it is prone to alluvium, huaycos and low temperatures. The presence of the Amazon generates high temperatures and intense cold.
