This research work was directed to study the obstacle to the real and effective functioning of the Title value of farm output, which prevents promote an alternative financing different to the traditional that could be exploited by farmers of Pacasmayo, Guadalupe, Chepen-2012. The procedure used for the collection of information was not only bibliographic but that is appealed to the systematic sampling, to which was applied 93 surveys to farmers in the sample, getting information on the forms used to gain access to funding. Additionally, it is resorted to the hermeneutical method-that provided the legal interpretation of the regulations on the value of the agricultural product. Of the study of the notable information there is inferred that the principal obstacle for the royal and effective force of this modern title value constitutes the exigency of a requirement since is to possess the authorization of the Stock exchange of Products in order that it should approve and places the formats standardized for every product and this way to put them at the disposal of the public in his respective web pages or other media of massive communication, situation that cannot be fulfilled because the above mentioned institution closed his activities for patrimonial deficit.
