| Sumario: | This study examines the relationship between the Ministry of Culture’s budget and the level of tourism at cultural heritage sites in the Loreto region during the period 2010–2023. Recognizing Loreto’s vast cultural wealth, the research highlights its underutilization due to persistent budget execution deficiencies and limited cultural promotion. Employing a quantitative, non-experimental, and longitudinal design, quarterly data were gathered from official sources such as the MEF, INEI, and the Ministry of Culture. Time series techniques, correlation analysis, and cointegration tests were used to explore potential links between public investment and tourism indicators like the number of visitors, tourist spending, and regional GDP contribution. The findings show that, despite nominal increases in cultural budgets during certain periods, there is no sustained improvement in tourism indicators. This suggests weaknesses in budget execution and a lack of territorial focus in public cultural policy. The study concludes that public investment in culture has not fully activated Loreto’s tourism potential and proposes a restructuring of budgetary approaches, with a focus on strategic planning, decentralization, and effective heritage promotion. |
