Departamento Académico de Economía y PlanificaciónEl presente Trabajo de Suficiencia Profesional tiene el objetivo de evaluar el resultado de las liquidaciones financieras, que fueron elaboradas en los años 2017 y 2018, de los proyectos de inversión pública de la UNALM que culminaron su ejecución física. Para ello se utiliza indicadores de resultado, de eficiencia, de impacto y de efecto, para calcular e identificar el beneficio obtenido por la UNALM como resultado de las liquidaciones financieras elaboradas. Principalmente se identificó que, debido a que la oficina encargada de la ejecución de los proyectos de inversión pública no realizó las liquidaciones financieras y los cierres correspondientes en el Banco de Proyectos1, por no contar con profesionales capacitados, la asignación presupuestal para inversiones que ha recibido la UNALM ha disminuido cada año fiscal desde el 2016. Asimismo, luego del trabajo realizado se consiguió liquidar 23 proyectos de inversión pública, sumado a las 6 liquidaciones con las que ya contaban, al fin del año 2018, la UNALM tuvo 29 proyectos de inversión liquidados. Por lo que, se pudo iniciar con el Registro Cierre en el aplicativo del Banco de Proyectos, logrando cerrar 18, para los cuales se realizó el cálculo del presupuesto que puede ser programado para la categoría de Operación y Mantenimiento de los proyectos cerrados.This Professional Sufficiency Work has the objective of evaluating the result of the financial settlements of public investment projects of La Molina National Agrarian University (UNALM by its acronyms in Spanish), which were elaborated in the years 2017 and 2018 for public investment projects that culminated their physical execution. Indicators of results, efficiency, impact, and effect were used in order to calculate and identify the benefit obtained by UNALM due to the financial settlements prepared. Principally, it was identified that due to the fact that the office in charge of the execution of public investment projects did not carry out the financial liquidations and the corresponding closures in the Project Bank, for not having trained professionals, the budget allocation for investments that UNALM has received has decreased every fiscal year since 2016. Likewise, after the work carried out, 23 public investment projects were liquidated, added to the 6 liquidations they already had, at the end of 2018, UNALM had 29 investment projects liquidated.
