Maestría en Recursos HídricosUn Programa de Adecuación y Manejo Ambiental (PAMA) identifica impactos ambientales de un proyecto o actividades que están actualmente en operación, a diferencia de los Estudios y Evaluaciones de Impacto Ambiental que deben realizarse antes del inicio de un nuevo proyecto. El Programa de Adecuación y Manejo Ambiental del Sistema de Riego y Drenaje del valle Cañete tiene como objetivo prevenir, controlar, mitigar o eliminar impactos ambientales negativos o fortalecer los impactos positivos que vienen causando las acciones o actividades de operación y mantenimiento en el área de influencia del sistema de riego y drenaje. El área de influencia del estudio comprende el valle del río Cañete ubicado a 144 Km al sur de la ciudad de Lima abarcando una superficie de 22,465.28 ha de áreas bajo riego, siendo la fuente principal del sistema de riego los recursos hídricos el río Cañete. Según la línea base ambiental del sistema de riego y drenaje del valle Cañete, reconocimiento de campo, entrevistas e información secundaria, se identificaron como acciones impactantes en la etapa de operación, el funcionamiento de la infraestructura hidráulica, distribución del agua de riego, administración del sistema de riego, gestión del recurso hídrico y las actividades agrícolas; en la etapa de mantenimiento, la eliminación de residuos sólidos y mantenimiento de la infraestructura hidráulica y caminos de vigilancia. De acuerdo con los resultados de la evaluación ambiental se identificaron impactos altamente significativos de carácter negativo las acciones de distribución del agua de riego, degradación de suelos por problemas drenaje y salinización, contaminación del suelo por uso de agroquímicos y/o fertilizantes y por la baja eficiencia del uso del recurso hídrico; como impactos significativos, se identificaron los vertimientos de residuos sólidos en la infraestructura de riego e impactos a la salud por inadecuado manejo de plaguicidas. Para mitigar los impactos mencionados, se elaboró la propuesta de un Plan de Adecuación Ambiental y el Plan de Manejo Ambiental que contiene programas de prevención y mitigación, monitoreo, manejo de residuos sólidos, participación ciudadana y educación ambiental.An Adaptation Program and Environmental Management (APEM) identifies the environmental impacts of a project or activities that are currently in operation, unlike the Studies and Evaluations Environmental Impact that must be done before the start of a new project. The Adaptation Program and Environmental Management of the Irrigation and Drainage System of the Cañete valley have as objective to prevent, control, mitigate or eliminate negative environmental impacts or strengthen the positive impacts that are causing the actions or activities of operation and maintenance in the influence area of the irrigation and drainage system. The influence area of the study includes the valley of the Cañete river located 144 km south from Lima city, covering an area of 22,465.28 ha of irrigated areas, being it the main source of irrigation system of the Cañete river. According to the environmental base line of the irrigation and drainage system of the Cañete valley, field recognition, interviews, and secondary information, were identified as impacting actions in the operation stage: the hydraulic infrastructure operation, and irrigation water distribution, the irrigation system administration, water resources management, and agricultural activities. In the maintenance stage, the solid waste elimination and the hydraulic infrastructure maintenance and surveillance roads. According to the environmental evaluation results, highly significant impacts of a negative nature were identified: irrigation water distribution actions, soil degradation due to drainage and salinization problems, soil contamination due to the use of agrochemicals and/or fertilizers, and low efficiency of the use of the water resources. As significant impacts were identified: solid waste discharges in the irrigation infrastructure and health impacts due to inadequate handling of pesticides.
