Estos proyectos tienen aspectos en común: las componentes de ingeniería (plantas de tratamiento de agua, estaciones de bombeo, conexiones domiciliarias, entre otros), y por tanto, los tipos de impactos ambientales a mitigar, corregir y/o prevenir serán similares, mientras las diferencias están relacionadas con el nivel de participación social, las áreas de influencia ambiental y el saneamiento físico legal de las áreas donde se emplazarían las componentes. El presente trabajo es un análisis comparativo con el cual se determina la importancia del nivel de involucramiento de la sociedad civil y del saneamiento físico legal durante la ejecución de los estudios de impacto ambiental semidetallados de mejoramiento y ampliación de los servicios de abastecimiento y alcantarillado en La Mar-Ayacucho e IslayArequipa. A través del uso de la matriz temática elaborada con base a los términos de referencia aprobados por la autoridad competente permite la organización de los tópicos comunes y analizar la información, luego de esta fase podremos ver la relación entre la participación ciudadana, y la aceptación del proyecto como resultado del trabajo del equipo de avanzada social y de la participación ciudadana en las reuniones, además de ver que el principal problema en el saneamiento físico legal radica en la titularidad de predios. Al compilar lo encontrado a través de la guía propuesta, las recomendaciones se agrupan en tres momentos de la elaboración de estudios de impacto ambiental: antes, durante y al final de la ejecución de los expedientes, adicionalmente se elabora como una herramienta didáctica una lista de comprobación con doce (12) recomendaciones, que en conjunto servirá como herramienta para futuros proyectos de saneamiento.Sanitation engineering projects arise from the need to improve the coverage of basic services in cities and rural areas. These projects have aspects in common: the engineering components (water treatment plants, pumping stations, household connections, among others), and therefore, the types of environmental impacts to be mitigated, corrected and/or prevented will be similar, while the differences are related to the level of social participation, the areas of environmental influence and the legal physical sanitation of the areas where the components would be located. The present work is a comparative analysis to determine the importance of the level of civil society involvement and legal physical sanitation during the execution of semi-detailed environmental impact studies for the improvement and expansion of water supply and sewerage services in La Mar-Ayacucho and Islay-Arequipa. Through the use of the thematic matrix elaborated based on the terms of reference approved by the competent authority, we can organize the common topics and analyze the information. After this phase we will be able to see the relationship between citizen participation and acceptance of the project as a result of the work of the social advance team and citizen participation in the meetings, as well as see that the main problem in the legal physical sanitation lies in the ownership of land.
