description Con el objetivo de establecer una propuesta de Gestión Ambiental Municipal GAM como Plan de Cierre y Recuperación de Áreas Degradadas PCyRAD por Residuos Sólidos del Botadero Municipal No Controlado RSBMNC del distrito de Elías Soplín Vargas ESV; bajo el enfoque de investigación cuantitativa de tipo aplicada y diseño no experimental transversal descriptivo; se estudió la recolección, caracterización, valoración, manejo y disposición final de los residuos materia de Gestión Pública Ambiental GPA. Se determinó, de las 15.22ton/día de basura urbana solo el 83.51% es de procedencia doméstica, siendo su principal causa de no aprovechamiento, la limitada sostenibilidad de gestión por insuficiencia de infraestructura y tecnología. A la fecha de investigación, se construyó una celda transitoria como medida de urgencia ante la negatoria legal nacional de usos de botaderos. Se concluyó que la entidad municipalidad no presentó el documento de gestión solicitado ante el Ministerio del Ambiente MINAM, incumpliendo sus obligaciones descritas por el D.L. N° 1278 que aprueba la Ley de Gestión Integral de Residuos Sólidos LGIRS; por lo que se propone medidas correctivas de gestión a través de la creación de un proyecto de inversión conforme a la R.M. N°079-2019- MINAM; asegurando así, su financiamiento y ejecución a corto plazo.
