Con respecto a la población estuvo conformada por 120 ciudadanos, vecinos de la Urbanización de Olimpo, propietarios que pagan sus tributos, para los seleccionados se utilizó la encuesta como técnica y el cuestionario como instrumento para la recolección de datos, validados mediante un juicio de expertos. Como resultados se encontró que el 16.67% perciben en la variable gobierno abierto un nivel deficiente, el 50.83% un nivel regular y el 32.50% un nivel óptimo, asimismo el 13.33% perciben en la variable gestión municipal un nivel deficiente, el 47.50% un nivel regular y el 39.17% un nivel óptimo. Finalmente se concluyó que existe relación directa entre el Gobierno Abierto y la Gestión Municipal durante la pandemia en la urbanización Olimpo, Ate 2021, según la correlación de Rho Spearman de 0.768 representado este resultado como moderado con una significancia estadística de p=0.000 siendo menor que el 0.01
