Los sujetos de estudio fueron siete especialistas familiarizados al tema de contrataciones del estado, además la técnica empleada para la recolección de la información fue la entrevista y el instrumento de recolección de datos fue la guía de entrevista. Finalmente se llegó a la siguiente conclusión. existe una influencia en la regulación jurídica y las contrataciones del estado, pero esta necesita ser modificada y adecuarse a la realidad para obtener mejores resultados y aprovechar los recursos públicos.
