After a brief historical introduction to the origins of drug trafficking in the valley, this paper focuses on the state efforts to fight drug trafficking since the late 1970's until the current days, in which the «Miracle of San Martin» managed to consolidate. The article discusses the importance of the type of drug policies to be implemented and the context in which they are put in practice, it discusses the role of local actors, sub-national governments and the international cooperation to consolidate the «Miracle of San Martín».Este artículo estudia la transformación de las relaciones Estado-sociedad en la selva alta a través del análisis del auge y caída del tráfico ilícito de drogas en el valle del Alto Huallaga y la consolidación del desarrollo alternativo en San Martín. Tras una introducción histórica a la generación del problema del tráfico de drogas en el valle, el artículo centra su análisis en los esfuerzos estatales para combatir el tráfico de drogas desde finales de la década de 1970 hasta la presente década en la que su modelo de éxito, el «milagro de San Martín», logra consolidarse. El artículo discute la importancia del tipo de políticas de drogas a implementarse y el contexto en que son puestas en práctica. Finalmente, se discute el rol de los actores locales, el gobierno subnacional y la cooperación internacional para la consolidación del «milagro de San Martín».application/pdfspaPontificia Universidad Católica del Perú.
