In this article, the Colombian regulation of the FCI is analyzed in a historical key in front of its emergence and comparing it with the way it is used in other countries. The method of synthesis analysis has been adopted, in order to unstructure the object of investigation, to then synthesize its content and thus demonstrate and analyze each part of the structure of the mechanisms for financing higher education in Colombia.El Financiamiento Contingente al Ingreso (FCI), es uno de los sistemas usados en el mundo para financiar el ingreso a la educación superior. En Colombia fue regulado en el año 2018, empero a la fecha no ha comenzado su operación, pues existen dificultades jurídicas, presupuestales y de otra índole que no le han permitido al ICETEX su puesta en marcha. En el presente artículo se analiza la regulación colombiana del FCI en clave histórica frente a su surgimiento y comparándola con la forma que se usa en otros países.
