Hoy, a pesar de las críticas, la utilización del concepto "oligarquía" es lo más frecuente. Dos recientes publicaciones persisten en la utilización de ese término, y han reintroducido una vieja discusión en el debate actual. El sociólogo Henry Pease (1977) señala que el Estado "fue controlado directamente por una oligarquía cerrada donde los agroexportadores tenían hegemonía.
