In spite of fulfilling a public and complex function, it has not yet been fully and completely implemented in the world, nor in Peru. This is why it requires constant support from legal instruments and the participation of diverse areas of knowledge, in order to balance the needs and specific considerations that will allow it to be better defined and to determine a better use for each space. Thus, this tool must be approached from the perspective of sustainability, not as an irrational barrier to development or private or public investment, generating restrictions on its use due to the issuing of contradictory legal norms.Los Planes de Ordenamiento Territorial son pactos sociales entre habitantes de un territorio que, posteriormente, se recoge en un instrumento técnico-normativo de planeación y gestión de largo plazo, que orienta el desarrollo del territorio, y regula la utilización, ocupación y transformación del espacio físico, urbano y rural.A pesar de cumplir una función pública y compleja, aún no ha sido implementada de forma total y completa en el mundo, y tampoco, en el Perú.
