We also comment the codes of ethics that several institutions have been developing as a form to face the problem of corruption; it is also needed that the legitimacy of the institutions does not rest solely on their norms, but on their effective applicationEl artículo presenta un panorama amplio sobre la función pública, su importancia, acceso a ella, dificultades que viene atravesando (sobre todo con la corrupción), y sobre los sinsabores que a diario sufren los trabajadores públicos en el desempeño de sus funciones.
