Se arguye que, para el periodo estudiado, el discurso político ha definido la región del VRAEM como un problema de seguridad al apelar a narrativas alrededor del miedo al reinicio de la “violencia terrorista“ en alianza con el narcotráfico. Así, el VRAEM se constituye en un orden socioespacial marcado por el miedo y la inseguridad, resultado de una militarización creciente y el uso constante de estados de excepción. Se sugieren alternativas para des-securitizar el VRAEM y balancear la respuesta estatal.
