Así, la tesis busca responder cuál fue la magnitud y naturaleza de los cambios en la Hacienda desde un punto de vista organizacional y de funciones internas de la misma administración pública.

This paper analyzes the theory of public organizations, definitions of bureaucracy and institutions, the internal state of the Treasury in 1821, and its development during the government of the liberator José de San Martín, known as the Protectorate (1821-1822).
